Defense Finance and Accounting Service FINANCIAL SYSTEMS SPECIALIST in Cleveland, Ohio

Responsibilities Researches and analyzes complex payroll systems issues; developing and defining the most difficult systems requires and modifications. Develops and conducts studies of financial management processes related to Automated Information Systems (AIS). Researches and analyzes new initiatives, legislative and other major process changes. Makes recommendations on policies and procedures impacting the DRAS. Studies the integrity of financial accounting data within the DRAS and internal controls in the AIS, tests the audit trials for various transactions Reviews changes, provides comments and recommendations, and coordinates within the directorate to determine the best methods to accomplish the changes in these processes and procedures. Assembles and leads project team from among affected function users, establishes project resource requirements and timetables, and provides technical advice and assistance to team members and management in analysis. Requirements Conditions of Employment Qualifications Basic Requirements: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as applying knowledge of automated financial systems design and processing principles, techniques, policies and regulations related to finance operations; identifying, documenting and recommending financial system requirements; researching issues related to the integration of financial systems. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-12, applicants must have served 52 weeks as a GS-11 or higher in the Federal service. Education Education is not substitutable for specialized experience at this grade level. Additional Information In accordance with the DoD 8140 policy series, the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements in 12 months. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service.
