Job Summary

The El Paso County Department of Public Works is seeking an Infrastructure Assets Manager to lead the county's asset management program. This pivotal role involves strategic planning, project leadership, and the implementation of the county's asset management system, incorporating GIS technology to map and document infrastructure assets such as roads, bridges, sidewalks, and stormwater systems. Responsibilities include supporting resource allocations for capital and maintenance programs, developing long-range and strategic plans, and ensuring data integrity within the asset management software. The manager will also supervise and train staff, oversee data digitization, and collaborate with various stakeholders to maintain high standards with infrastructure data and inventory. A bachelor's degree in a relevant field, significant experience in GIS and asset management, and strong leadership skills are required. This position is essential for ensuring the continuing functionality and quality of El Paso County's infrastructure.

Hiring Range: $128,600.00 - $142,000.00 annually

(salary to be commensurate with qualifications)

This position has an anticipated work schedule of Monday – Thursday, 7:00am – 5:30pm, subject to change. Under FLSA guidelines, this position is exempt.

Manages the El Paso County Infrastructure Asset Management Program for County-owned infrastructure. Plans, organizes, and provides project leadership in the design and implementation of the various components of the County's asset management system. Responsible for coordinating and managing the documentation of all infrastructure asset inventories in an asset management software system using geographic location and mapping capabilities.

Essential Duties/Responsibilities

  • Serves as liaison with geographic information system (GIS) and asset management vendors for proper acquisition, installation, operation, and maintenance of resources.

  • Supports resource allocations for capital and maintenance programs.

  • Collaborates on master plans, long-range plans, and strategic asset management plans.

  • Principal manager of all infrastructure asset inventory, which includes but is not limited to paved and gravel roadways, bridges, sidewalks, curbs and gutters, traffic signals, street lights, signs, stormwater systems – including pipe, appurtenances, ponds, open channels – right-of-way (ROW), easements, striping, and markings.

  • Advises on programs related to service levels, including mowing, graveling, and snow plowing throughout unincorporated El Paso County.

  • Manages a full range of asset management functions and Geographic Information System (GIS) duties; serves as system matter expert responsible for analyzing, designing, implementing, and improving workflow processes for asset management and GIS tasks; responsible for geodatabase and asset management database creation, assembly, and accuracy.

  • Supervises, trains, and guides employees; participates in the hiring and disciplinary process. Conducts performance evaluations and motivates employees to reach peak productivity and performance. Establishes or adjusts work procedures to meet schedules. Manages composition, production, and presentation of quality maps, plots, and technical reports; examines work for exactness, neatness, and conformance to specifications.

  • Analyzes data management and application needs. Designs, develops, and integrates programs, procedures, and processes as needed to provide a comprehensive asset management/GIS/data management system.

  • Collaborates, supports, and participates in the development of engineering standards.

  • Oversees processes and digitization of data to enter information into GIS and asset management software system.

  • Oversees maintenance and management of data and programs for accessing and storing data, including processes to maintain the continuity and integrity of the data. Develops and implements standards and procedures in the maintenance of data, quality assurance, and quality control standards.

  • Designs, diagrams, and implements workflow processes to integrate asset management data with GIS.

  • Oversees the creation and modification of data files by entering electronically converted data into appropriate databases, geo-databases, and enterprise geo-database systems.

  • Manages and develops maps in accordance with technical guidelines and division needs.

  • Reviews recorded documentation for right-of-way and land use; determines if valid transfers or divisions of land have been made; ensures compliance with all applicable statutes and ordinances.

  • Defines production specifications and guidelines for source material to be used, such as maps, photographs, etc.

  • Oversees field and office GPS support, including data acquisition and development.

  • Prepares budgetary information and operational analysis for presentation to leadership.

  • Maintains liaison and coordinates with consulting engineers, other jurisdictions, and vendors in connection with GIS application development and maintenance.

  • Performs other duties as required.

    Supervision Exercised:This classification requires supervising and monitoring performance for a regular group of employees or unit(s), including providing input on hiring/disciplinary action and work objectives/ effectiveness, performance evaluations, and realigning work as needed. A first-line or second-line supervisor typically performs these tasks.

    Supervision Received:Receives administrative supervision. This classification typically performs job duties and resolves conflict according to their own judgment and initiatives, requesting supervisory assistance only when necessary. Special projects are managed with little oversight, and assignments may be reviewed upon completion. Performance reviewed periodically.

Qualifications

Knowledge, Skills & Abilities

  • Extensive knowledge and experience in the principals, theories, and methods of surveying, mapping, GIS, GPS, and use of aerial photography and satellite imaging, particularly as they relate to the ESRI suite of software.

  • Extensive knowledge of asset management concepts, techniques, principles, and practices used in allocating capital and maintenance resources.

  • Knowledge of principles, practices, techniques, and concepts used in performing geoprocessing and data analysis functions as well as trends and developments within the GIS field.

  • Knowledge of database implementation, management and QA/QC for computerized maintenance management systems including predictive maintenance programs and condition monitoring for above- and below- ground asset management programs.

  • Knowledge of ArcMap, ArcGIS desktop and online tools and computerized data compilation and conversion techniques.

  • Knowledge of methods of title searching and the principles and practices regarding all property ownership and property transfers.

  • Knowledge of infrastructure condition rating assessment and infrastructure maintenance.

  • Recordkeeping principles and practices.

  • Skilled in employee management, including supervision, training, team building, and conflict management.

  • Skill in prioritizing and organizing multiple tasks and the ability to complete projects in a timely manner. Ability to respond in a flexible manner and reprioritize as situations change.

  • Ability to plan, direct, coordinate, and motivate the activities of professional and technical personnel and coordinate with maintenance personnel involved in road and bridge maintenance and construction.

  • Ability to establish, develop, and sustain cooperative, professional relationships within the department and with a variety of local, state, and regional entities, including governmental and regulatory agencies, industry, and community-based organizations. Ability to provide excellent customer service.

  • Ability to demonstrate sound judgment by taking appropriate actions regarding questionable findings or concerns. A high level of analytical ability is required to identify, develop, and select alternative solutions to complex issues.

  • Maintain regular and punctual attendance.

    Required Education & Experience

  • Bachelor's degree with major coursework in geography, civil engineering, cartography, geographic information systems, surveying, computer science, urban planning, or a related field.

  • Any combination of related education and work experience that satisfy the requirements of the job will be considered.

  • Three years of supervisory experience.

Preferred Education & Experience

  • Five years of enterprise application experience, preferably in asset management, including analysis, design, implementation, and support.

  • Five years of progressive experience in digitizing, programming, and drafting maps using GIS applications. Background, experience, and/or certification in the following platforms: ESRI GIS Software (ArcGIS Enterprise desktop and server, ArcPro, ArcMap, and ArcGIS Online), Autodesk, Microsoft SQL, Trimble, and Microsoft Office Products.

  • Experience with GPS data collection, processing, and warehousing.

  • Experience in the public sector desirable.

Licenses/Certificates

  • Must possess and maintain a valid driver's license.

  • Certification as a GIS Professional (GISP) preferred.

Pre-Employment Requirements

  • Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.

Work Conditions

Duties are primarily performed in an office environment; some travel may be required. Some field work is required in the inspection of various land use developments, construction sites, or public works facilities.
