Job Description:
This position provides provide operations and planning support services to the Commercial C-SSE. The Commercial Satellite Communications (COMSATCOM) Planner will perform Watch Office operations and worldwide Regional SATCOM Support Center (RSSC) COMSATCOM planning to the Commercial C-SSE and all users of COMSATCOM. This position will be based at a Government facility in the Colorado Springs area.
Essential Functions:
The Technical Support Engineer duties include but are not limited to:
Provide planning, definition, implementation, and operational management of global COMSATCOM communications systems to yield more effective and flexible global SATCOM support.
Provide planning services for transmissions management, control and coordination for all Commercial frequency spectrums to include all Commercial SATCOM systems in use.
Employ an integrated systems approach to assist with properly developing, implementing, testing, planning, and managing SATCOM.
Support SATCOM Operational Manager (SOM) and Consolidated SATCOM Systems Expert (C-SSE) functions as described in CJCSI 6250.01 Series.
Support on-orbit and future SATCOM systems, SATCOM System Experts, and day-to-day operational management of DoD-owned and leased SATCOM resources to provide authorized users with global SATCOM support as operations and evolving requirements dictate.
Perform Technical Analysis as follows:
Provide technical analysis to support DOD COMSATCOM operations and planning, management, and control activities.
Provide supportability analyses for planning and managing requirements for users and payload requirements, encompassing legacy to future systems and requirements. Enter information needed in SATCOM Database Management Tool (SDB-MT), Joint Satellite Communications Management and Planning System (JSMPS), Joint Integrated SATCOM Tool (JIST), successor systems, and related documents.
Assist with the following: Coordination activities with CCMDs and other SATCOM users to assess availability of Commercial SATCOM requirements to support current and future operations, OPLANs, CONPLANs, and optimization of SATCOM resources for priority missions; Development of new operational management, planning, and control systems tools; and Trend analysis activities and operational deficiency assessments in support of COMSATCOM operations and management.
Perform Constellation Monitoring as follows:
Provide assistance with COMSATCOM constellation health and welfare monitoring activities; Mitigation, resolution, and recovery from satellite anomalies; EMI support to mitigate, resolve, and recover from COMSATCOM interference and support EMI resolution and coordination activities; Maintaining contingency plans to optimize the COMSATCOM constellation.
Provide technical input in support of constellation reconfiguration activities.
Review all COMSATCOM priorities and prepare inputs to priority monitoring list to military monitoring and geographic location resources in order to protect highest priority SATCOM networks.
Support Documentation Analysis and Reviews as follows:
Advise and assist with revising plans, policies, and documentation to account for future changes in COMSATCOM and Commercial satellite payload requirements in support of operational decisions.
Perform periodic review of instructions for current applicability and accuracy as changes occur to the space segment, control segment, and terminal segment and orders providing oversight and direction to the COMSATCOM COI.
Post, edit, and maintain content on the CFSCC SPACE SATCOM website and SATCOM planning tools in support of the COMSATCOM mission. Provide COMSATCOM subject matter expertise and document findings.
Qualifications:
Active Top-Secret security clearance, with SCI eligibility.
Bachelor’s Degree and minimum 4 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experience
One (1) year of relevant experience or education in communication principles and SATCOM theory.
Three (3) years of operational experience with Commercial or Military SATCOM systems.
Relative knowledge of intelligence capabilities, processes, and tasking mechanisms necessary to support Government efforts for performance of SATCOM Interference tasks.
Preferred Additional Skills:
One (1) year of relevant experience with the SATCOM apportionment planning and allocation processes taking into consideration all ground, space, and control networks, and operational control of sub-networks for apportioned SATCOM resources. Military experience or working in a military environment desired

In compliance with pay transparency requirements, the salary range for this role is $58,500 - $108,500 This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
