Summary The Lead Transportation Assistant of Veteran Transportation Service (VTS) and Beneficiary Travel will operate within the Patient Business Service located at the Chalmers P. Wylie VA ACC. The incumbent reports directly to the supervisor, Mobility Manager. The Lead Transportation Assistant would lead staff within the Veteran Transportation Service and Beneficiary Travel office. Responsibilities Lead Duties 50% Incumbent must be able to perform all of the duties of the GS 5 and/or GS 6 level employees under the lead's responsibility. The Lead reports to the Mobility Manager, and ensures that work assignments of other employees are carried out by performing a range of duties such as: Distribute and balance workload among employees in accordance with established workflow and rotation schedule. Ensure timely accomplishment of the assigned workload and assure that each employee has enough work to keep busy. Keep in touch with the status and progress of work and make day-to-day adjustments in accordance with established priorities, obtaining assistance from the supervisor on problems that may arise, such as backlogs, which cannot be disposed of promptly. Give on-the-job training to new employees in accordance with established procedures and practices. Instruct employees on changes in work procedures. Provide written instructions/documentation of changes. Maintain current informational knowledge base and answer questions of other employees on procedures, policies, directives, etc. and obtain needed information or decisions from supervisor on problems that arise. Check on work in progress, review completed work of newly trained employees to ensure correct procedures have been accomplished. Refer to supervisor questions or matters not covered by standards. Report to supervisor problems that make it difficult for employees to meet performance standards and competencies. Resolves simple informal workload issues of employees and refers others to the supervisor. Provide suggestions/feedback to supervisor concerning reassignment, training needs, recognition of outstanding performance and other personnel needs. The incumbent assesses the strengths and weaknesses of every subordinate employee in order to provide an effective and patient-oriented working mechanism throughout the section. The incumbent is aware of possible safety issues that could contribute to injuries or impede the continuation of processes or procedures necessary to ensure the departments functions are not interrupted. Appropriate action will be initiated and the Supervisor will be informed. Interpretation of Policy/Research 25% The incumbent assists the Supervisor as an administrative advisor to clinical and administrative staff. Competent interpretations of VA Regulations, Directives and the CFR are a major responsibility in assisting the clinical and Beneficiary Travel and Veterans Transportation Section staff in addition to creative problem solving. The incumbent is responsible for resolving internal procedures requested by the clinical staff members as the incumbent is regarded as primary liaison between administrative and clinical staff in this Section. The incumbent is responsible to the Supervisor for assuring compliance with all procedural policies and directives related to assignments in this section. Incumbent is accountable for operations of functions within the units and subsequent changes thereof. As assigned by the Supervisor and within the pre-assigned time frame, the incumbent assists in congressional inquiries, investigating the impact of new directives, guidelines and Memorandums and suggesting processes that need to be implemented or changed to assure compliance with policy changes. Reviews and evaluates new VistA computer programs, computerized resources, and advises supervisor of impact or changes. Data Validation 25% Incumbent is responsible for ensuring accurate collection of statistics from the unit for workload reports. The incumbent is also responsible for reviewing monitors and payments made in support of the Improper Payment Elimination and Recovery Improvement Act (IPERIA). In the course of reviewing and validating beneficiary travel data, incumbent will also recognize and report discrepancies, volume trends, and patterns to Supervisor in order to assist in management of workflow and operations. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: compiling and tracking data and statistical information in support of Veterans Transportation Service (VTS). Performs basic analysis of the data and generates a variety of reports. Collates in-coming data from a variety of sources. Reviews documents, reports and/or applications for omissions and inconsistencies and ensures data entry is complete and accurate. Enters pertinent information into an automated tracking system. Receives reports and information to verify that workload being captured is correct in the VetRide system. Maintains automated system of programĀ­ specific data to track items such as service project milestones, progress reports, clinic trends, program trends, performance measures, compliance strategies, etc. Interacts with various other transportation services such as Emergency Medical Service (EMS, Volunteer Transportation Network (VTN), Disabled American Veterans (DAV), Veterans of Foreign Wars (VFW), etc., and other transportation providers. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Incumbent works in a well-lit, ventilated, office setting. Duties require sitting a PC/computer most of the 8-hour tour of duty in an ergonomic appropriate environment while assisting customers. Incumbent works in the hospital computer system as well as other electronic based programs. The incumbent may come in contact with angry and potentially violent customers. Position requires a high level of concentration and coordination.
