U.S. Pacific Fleet, Commander in Chief READINESS OPERATIONS CENTER MANAGER in Coronado, California
Summary You will serve as a Deputy Director for the Readiness Operations Center (ROC) of COMNAVSURFPAC. The primary purpose of this position is to perform very broad and extensive data analysis related to Surface Force current readiness and Force Generation, and the ability to deliver warships ready for operational tasking, which is significant to the public, Congress, and national defense. Responsibilities You will serve as the principal advisor, subject matter and technical expert on Surface Force readiness for CNSP and the Commander Naval Surface Forces. You will regularly negotiate and/or establish working relationships with peers, seniors and junior military, civilian and contracting personnel in order to meet mission priorities as set by the Commander. You will coordinate the human capital planning and budget requirements in support of the ROC staff and contracting requirements. You will identify requirements, plan for, and distribute authorized personnel resources. You will prepare and present justification for organizational structure, manpower, and personnel requirements to accomplish assigned mission and functions. You will ensure the development of organizational work plans, short- and long-range schedules, priorities, work assignments and position structures to effectively, efficiently and economically carry out the work of the organization. You will manage the prioritization, collection, management, storage, distribution and decision tools supporting Force Readiness. You will interpret data, analyze results using statistical techniques and provide ongoing reports. You will analyze large amounts of information to discover trends and patterns, direct the development of readiness models and algorithms, and propose solutions and strategies for readiness challenges. You will collaborate with engineering and product development teams, including the CNSP Surface Analytics Group/Force Improvement Office (SAG/FIO) and outside data experts. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector overseeing program assessments and managing data collection and analysis to advise on human capital planning and develop long-range program objectives in order to improve Fleet and mission readiness.
