Preference in certification may be given to successful candidates who are residents of the municipality for one month prior to the date of certification.DISTINGUISHING FEATURES OF THE CLASS: This class is accountable for and the performance of the active regular on-site operational functions of a water treatment plant without facilities for filtration which treats 2.5 million gallons per day or less and serves more than 1,000 people. General direction is received from the Water Superintendent, but wide leeway is allowed for planning work methods and dealing with emergency conditions. This class is distinguished from Grade C Facility Chief Operator positions by the number of people served, and from Grade A Facility Chief Operators by the fact that Grade B Facility does not have facilities for filtration. This class is distinguished from Water Treatment Plan Operator by the fact that the class has "responsible charge" of the operation of the water treatment plant as defined in New York State Sanitary Code. Supervision is exercised over subordinate personnel. Does related work as required.MINIMUM QUALIFICATIONS:For a Water Treatment Plant without facilities for filtration which treats 2.5 million gallons per day or less and serves more than 1,000 people:A.Graduation from high school or possession of high school equivalency diploma and successful completion of an appropriate level Water Treatment Operator course; ANDB.One year of operating experience at a water treatment plant; ANDC.Possession of a Grade II-B certificate issued under the provisions of the New York Sanitary Code.SCOPE OF THE EXAMINATION: A test designed to evaluate knowledge, skills and/or abilities in the following areas:Operation and maintenance of pumps, valves, and related mechanical and electrical equipment:These questions test for knowledge of the principles and procedures involved in the operation, maintenance, and repair of pumps, valves, and related mechanical and electrical equipment, including motors and electric circuitry; and for the ability to identify various types of pumps, valves, and related equipment and understand their functions. Physics, chemistry, and bacteriology as related to water treatment and purification, including laboratory and field tests:These questions test for knowledge of the principles and practices of water treatment, purification, sampling, and testing, including such areas as the principles of physics, chemistry, and bacteriology involved; terminology associated with water treatment and testing; objectives and principles of various water treatment and testing procedures; measurement, sampling, and preservation of water samples; interpreting test results; and the effects of variables on water treatment processes. Practices and equipment used in the operation and maintenance of a Type B water treatment plant:These questions test for knowledge of the principles and practices associated with the operation and maintenance of Type B water treatment plants, including such areas as objectives and purposes of plant processes and equipment; terminology associated with Type B water treatment plants; conditions and situations encountered in Type B water treatment plants, including safety concerns; water disinfection and dosing; and equipment and materials used in Type B water treatment plants. Some questions may involve basic arithmetic calculations. Pumping operations and related arithmetic computations:These questions test for knowledge of pumping operations, including such areas as terminology and basic principles associated with pumps and pumping operations; instruments and equipment used in pumping operations, including various types of pumps and their components; troubleshooting pumping problems and developing solutions; pump inspection and maintenance; and the ability to perform basic arithmetic calculations associated with pumping operations. Supervision:These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.
