Role Overview:
The Materials and Consumables Manager is responsible for Supply Chain Operations (SCO) and asset inventory interfaces with District staff and service suppliers to manage the development and delivery of contracts/material, and capture savings through negotiation of contracts, and measurement and communication of vendor/contractor performance.
Primary Responsibilities:
Sourcing of material and/or service commodity providers including bidding via Request for Proposal (RFP), Request for Quotation (RFQ), Request for Evidence (RFE), or Request for Information (RFI) process, contract negotiation, and award to meet the client workflow demands in coordination with Central Office
Evaluate RFP, RFQ, RFE, or RFI and identify non-value-added costs for elimination. Summarize and communicate to management recommendations for execution in coordination with Central Office
Develop and articulate project and contract acquisition strategies within area of responsibility and communicate strategies to management
Conduct market and competitive intelligence research and analysis within area of responsibility
Provide sound SCO management advice, guidance, and options to clients while following established SCO processes and proper authorization controls
Prepare change orders, amendments, and other related documents
Liaison with supply proponents, existing suppliers, internal stakeholders, Legal, Risk, etc. as required
Interpret and clarify INDOT procurement principles, practices and procedures to vendors, field personnel, and other parties apprising them of legal requirements in state procurement activities;
Research and review evidence submitted with award protests and allegations of mistakes in awards.
Manages and coordinates all service and maintenance agreements for all district locations
Facilitate and communicate results of key performance indicator scorecard reviews and resolution of supplier performance issues
Fully manage all contractual aspects of multiple agreements and long-range planning
Routinely work on issues which involve controversy or have the potential to affect operations
Participates in meetings with staff, vendors, and management to discuss project status, supplier concerns, and facilitate problem resolution. Provide guidance on sourcing and contract policies, practices and procedures
Prepares financial and operational reports and reviews and approves invoices
Develop and implement evaluation tools, instruments and methodologies for effective program assessment.
Prepares comprehensive written and automated reports summarizing findings and recommendations to increase agency efficiency and effectiveness; utilizes computer equipment to generate statistical reports.
Contributes to the annual development of the SCO scorecard
Responsible for metrics that guide gap analysis and improvement initiatives for all of SCO, including distribution, distributor, carrier and supplier networks.
Responsible for reporting of all measures tied to SCO scorecards including key performance indicators with recommendations for areas of focus and improvement
Supports creation of reporting mechanism and strategy to proactively identify potential financial deficits that impact the budget, as well as root causes that explain any radical swings in data, helping to reduce overall costs and improve service for all SCO department scorecard metric alignment
Direct and manage daily operations of District Inventory Administrator; Trouble shoot and solve problems in INDOT’s automated inventory control system, M5; including research and manual inventory processes district wide and perform required changes
Oversee the process of the Annual Asset Inventory and inventory audits performed by the DIA. Monitor cycle counts, review results, and make recommendations for correcting problems and errors
Work with the District Fleet Manager in preparation of the Annual Surplus Auction; Review and approve all completed and required documentation concerning the disposition of INDOT assets. Oversee the removal of sold assets from District and Sub-District inventory
Serve as a consultant to District Sections and Sub-district personnel on the policies and procedures set forth by State Board of Accounts and INDOT Inventory Support Training on M5 system and on the operation of stockrooms; Review and approve all training provided by the DIA to District Sections and Sub-district personnel
Salary:
This position traditionally starts at an annual salary of $53,222.00. Salary for this position may be commensurate with education and job experience.

This position is located in INDOT’s Crawfordsville District.
A Day in the Life:
The essential functions of this role are as follows:
Establish program objectives, KPIs, and actions to achieve them.
Develop, update, and monitor all policies and procedures related to the program area.
Interpret and explain policies, rules, regulations, or laws to leadership or customers.
Implement corrective action plans to solve program problems.
Analyze, prepare, and disseminate monthly and annual program reports.
Review budget and make budgetary recommendations to improve the program area finances.
Ensure program requirements meet federal and state policies and grants compliance.
Assist in the development and train employees or agency consultants on program requirements and usage.
Coordinator and deliver communication plans and communications.
Serve as a liaison between agency and other state and federal agencies.
Serve on management committees or other governing boards.
Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development.
Set expectations, measure progress, provide ongoing feedback, and evaluate the performance of employees. Ensure work adheres to quality standards, deadlines, and proper procedures.

What You'll Need for Success:
The ideal candidate in this role should minimally have either
a Master’s Degree with 1+ years of experience, or
a Bachelor’s Degree with 3+ years of experience, or
a Associate’s Degree with 5+ years of experience, or
at least 7+ years of experience applying the below, outlined knowledge, skills, and abilities in a similar role.
You must meet the following requirements to be considered for employment:
Specialized knowledge in program subject matter obtained through experience and/or education.
Specialized knowledge of program area including pertinent rules and regulations.
Extensive knowledge of all source materials and references including federal and state laws governing the programs.
Ability to develop and implement new principles and policies and discern any far-reaching implications.
Ability to communicate orally and in writing.
The ability to apply general rules to specific problems to produce answers that make sense.
Ability to work effectively with a wide variety of stakeholders.
Working knowledge of accounting and budget principles.

Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets.
Supervisory Responsibilities/Direct Reports:
This role may be utilized in a supervisory capacity based on agency needs.
