Responsibilities The primary purpose of this position is to contribute to the planning, management, coordination, and administration of a comprehensive School Age Program (SAP) which maintains and improves the physical, social, and mental well-being of youth ages 5 to 12 years of age. The program consists of such services as before and after school care, full-day camp, and school holiday camps. Ensure quality service and a safe environment for all children participating in the program; provides guidance and training; establishes local procedures; and ensures reports are compiled and submitted in accordance with (IAW) regulations. In addition, this position provides assistance with the basic oversight over Child and Youth Program Assistants (CYPA's). Serves as quality monitor of School Age Program (SAP) for the RAF Croughton Youth Director. Performs administrative duties to include collecting, preparing, and maintaining recurring and special reports and files as required by DoD, AF, and local practices. Responsible for initiating and submitting SAP publicity correspondence to the Youth Director for approval and provides input and recommendations to the annual appropriated and non-appropriated fund budgets for projected resource requirements. Performs first level complaint resolution within the SAP. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702, Education and Training Technician Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the fundamental principles, methodology, techniques, and procedures concerning the management of the School Age Program (SAP) to review actions and make decisions concerning actions taken, to preform data review, and other tasks. Knowledge of extensive administration practices and methods related to management of the SAP, processing of complaints and of supply/inventory/equipment, preparing reports, and to schedule and respond to concerns/ issues/complaints received and to meet requirements. Knowledge of techniques and practices relating to physical, emotional, cognitive, and social development to effectively interact with youth and design and implement activity plans and specialized programs depending on individualized needs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ­-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of SAP objectives, policies, procedures, and/or pertinent regulatory requirements related to physical, emotional, cognitive, and social development for youth between the ages of 5 and 12. 2. Knowledge of the range of activities and services, of participant interests and needs, and of the methods and processes involved in a SAP to plan for and conduct an enhanced variety for school age activities and services and evaluate the adequacy or need for improvement. 3. Knowledge and skill in effective program and facility management, safety, fire, and environmental regulations, practices, and procedures as well as facility design, equipment selection, and purchase and ability to properly maintain pertinent records. 4. Skill in planning, compiling, preparing and composing a variety of both quantitative and narrative reports, documents, and information products using a computer for submission to the Youth Director and others based on analyzing data and circumstances and ability to evaluate various factors to reach a logical decision. 5. Skill in using tact and courtesy to gain goodwill and cooperation and ability to communicate effectively orally and in writing, especially when handling first level complaint resolution. 6. Skill in identifying youth with special needs and providing appropriate referrals to ensure children with special needs are assessed and accommodated. Ability to offer planned activities to accommodate the varying needs of the children in the program. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
