Naval Sea Systems Command PROGRAM MANAGER in Dam Neck Naval Facility, Virginia

Summary You will serve as a Program Manager in the Naval Special Warfare Program Office of PEO UNMANNED AND SMALL COMBATANTS. Responsibilities You will be responsible for ensuring that direct reports develop executable acquisition strategies and provide necessary guidance and direction on administrative and programmatic requirements. You will be responsible for executing efforts exceeding $450M in Procurement and $350M in Research, Development, Test and Evaluation (RDTE) Naval Special Warfare (NSW) funding for any given fiscal year. You will be accountable for assigned cost, schedule, performance reporting, contract activities, logistics, budget, and personnel management for assigned activities in all phases of the acquisition life cycle for the assigned NSW Systems. You will be responsible for the acquisition life cycle of designated programs by providing overall direction and guidance for the program organization, administration, and civilian personnel. You will identify various advanced technologies applicable to the NSW mission sets and build executable investment, testing, contracting, and fielding strategies for successful operational implementation. You will supervise and manage investment RDTE and Procurement funds supporting United Special Operations Command (USSOCOM) and Naval Special Warfare Command (NAVSPECWARCOM). You will serve as a primary advisor to senior leaders, Directors, Commanders, contractors, contracting officers, etc., in the capacity of subject matter expert for assigned programs/projects. You will establish work assignments to be accomplished by the employees. You will set priorities, prepare schedules for work completion, and ensure the timely performance of satisfactory work efforts. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 Equivalent), in the Federal service or equivalent experience in the private or public sector managing program activities or functions (e.g. contracting, resource allocation, procurement, strategic planning, risk assessments, project planning and scheduling, workforce performance, budget planning, development and execution, process improvement, or financial management) to meet or ensure compliance with project requirements for the design, development, construction, modernization, or maintenance of shipboard systems on submarines or undersea vessels. Education Additional Information This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-04 broadband level encompasses positions equivalent to GS-14 and GS-15. This position has a control point; thus, the salary range may be capped at GS-15, Step 05, which is equivalent to $165,187. If you're current salary is above this amount, your salary may be matched. You be required to meet Department of Defense (DoD) Security Cooperation Workforce Certification requirements applicable to the duties of the position, in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384. This certification requirement is a condition of employment for this position. Failure to obtain and maintain this certification within the required time may subject the incumbent to adverse action.
