Financial Analyst, Journeyman Job Locations US-OH-Dayton ID 2024-5388 Category Finance Type Full Time Hours/Week 40 Location : Name Wright Patterson AFB Position Summary Odyssey Systems has an exciting new opportunity for a Financial Analyst, Journeyman to support the Rapid Development Integration Facility (RDIF) at Wright-Patterson AFB, Ohio. The RDIF provides rapid adaptive engineering solutions for urgent warfighter needs. This facility, established as an Air Force aircraft development and prototype center of excellence, will not supplant current test centers or processes, but rather instills an innovative aircraft development, integration and prototyping culture back into the workforce. Responsibilities Duties include, but not limited to: Conduct research and analysis to advise acquisition program financial management strategies including: budget formulation and management for all phases of the planning, programming, budgeting and execution process; budget and financial analysis; obligation and expenditure forecasting; funds management, funds status, and funds control techniques and/or systems; and accounting and finance systems and/or procedures. Assist in monitoring the flow of USAF funds such as congressional actions, program authorizations, budget authorizations, and datasheets in the Automated Funds Management (AFM) System. Support analyzing Automated Budget Interactive Data Environment System (ABIDES) outputs received from AF and be able to compare prior budget positions to current budget positions. Assist in mapping Comprehensive Cost and Requirements Systems (CCaRs)/Budgets in the Program Management tool that interfaces with PMRT. Assist in CCaR with the following tasks: obligation and expenditure forecasting, reconciliation, loading budgets, preparing and initiating target loads, and funding documents specifically PRs, Miscellaneous Obligation Reimbursement Documents (MORDs), Military Interdepartmental Purchase Request (MIPRs), 616s, Project Orders, and Form 9s. Support the execution of USAF funds within the program office. Assist with recommendations, identify sources of program shortfalls, prepare below threshold reprogramming/above threshold reprogramming packages, prepare funds realignment requests, and provide policy guidance on all AF appropriations. Verify financial/accounting data accuracy for program execution reporting and rectify discrepancies. Reconcile financial transactions in multiple systems to include, but are not limited to Mechanization of Contract Administration Services (MOCAS), Commanders Resource Integration System (CRIS), Electronic Document Access (EDA), Wide Area Work Flow (WAWF), Automated Business Services System (ABSS), and CCaRS. Advise program managers and program integrated project teams on financial management policies and financial budget strategies to ensure solvent program execution. Manage program forecasts in CCAR and prepare and brief execution charts to report program schedule and cost deviations during program execution reviews. Draft impact statements and narratives for Monthly Acquisition Reports and other PEO acquisition status reviews or tasks. Assist with providing inputs to program documentation, including inputs for the identification and development of program requirements and/or cost, schedule, technical, and program risks. Proficient in FMSuite and performing tri-annual reviews. Conduct research and analysis on open documents, utilizing Web CCaR, SDW, and CRIS. Proficient with Defense Finance and Accounting Services (DFAS) to correct issues. Maintain travel budgets and load funding in Defense Travel System (DTS).
