Clean Harbors Process Safety Engineering Manager in Deer Park, Texas
We are seeking a Process Safety Engineering Manager (PSM) that will be responsible for maintaining the Process Safety health of multiple Clean Harbors facilities subject to OSHA 1910.119 regulations. This position reports directly to the Director of Process Safety Engineering and will work in Houston, TX.

Ensuring that Health and Safety is the number one priority by complying with all safe work practices, policies, and processes as well as acting in a safe manner at all times.
Possess an understanding of Federal and State regulations related to process safety (OSHA PSM 1910.119 and EPA RMP 40 CFR 68).
Ability to develop compliance programs, in alignment with OSHA expectations, to decrease facility process safety risks.
Provide technical support in the implementation of good engineering practices associated with process safety, mechanical integrity, and risk management.
Ability to concisely communicate regulatory requirements to all levels within the organization.
Strong leadership skills, including the ability to drive continuous improvement, and influence others to embrace change, from a position of no authority.
Willing to facilitate multiple compliance and project driven PHA/LOPA studies throughout the year. May lead projects to remediate findings.
Prior experience facilitating PHA and LOPA studies is strongly desired.
Ensure PHA/LOPA studies are completed per regulatory expectations and internal standards.
Facilitate monthly meetings with PHA/LOPA action item owners, drive accountability, and track recommendations to completion.
Coordinate the completion of facility sitting surveys with assistance from third party contractors and internal engineering teams.
Provide oversight and actively participate in Clean Harbor’s Management of Change (MOC) and Pre-Start Up Safety (PSSR) programs.
Act as a system administrator within the organization’s MOC/PSSR software.
Proactively engage with site users to identify opportunities for improvement and train employees to MOC/PSSR program requirements.
Comfortable leading MOC/PSSRs as required.
Lead multidiscipline engineering teams during OSHA/EPA mandated PSM audits, propose recommendations to remediate potential deficiencies, and coach facility teams to effectively address audit findings.
Leads incidents investigations and root cause failure analysis at manufacturing sites. (Apollo Root Cause Analysis)
Other duties as assigned.
Bachelors in Chemical or Mechanical Engineering preferred.
5-10+ years hands on PSM experience in an industrial environment.
Must be able to influence and persuade individuals at various levels of the organization from a position of no authority.
Ability to field audit and update P&IDs.
Computer savvy.
Possess the ability to utilize SharePoint, Microsoft Word, Excel, Power Point, and Outlook.
Demonstrate effective verbal and written communication skills.
O&G or Petrochemical experience a plus.
Must be able to travel 25% travel.
