The Employment and Training Division (E&T) exists to design, develop, and administer workforce development programs in support of the Colorado Workforce System. E&T is responsible for utilizing state and federal funding to administer programs through partnerships with the 10 federally recognized Local Workforce Areas, non-profit/for- profit organizations, community based organizations (CBO), and other state agencies that may include the Colorado Department of Education (CDE), the Colorado Department of Higher Education (CDHE), the Colorado Department of Human Services (CDHS), and the Colorado Department of Corrections (CDOC). E&T also collaborates with various public and private partners to administer workforce related services that may include program administration, budget tracking, developing policy and guidance, program monitoring, marketing and outreach, and technical assistance. E&T provides program administration that supports employers and job seekers throughout Colorado through the implementation and oversight of workforce program service delivery across the state.

The responsibilities of this position are unique to the needs of the Employment and Training Division because it will be required to bridge the gap between E&T program staff and its’ internal and external fiscal partners. This position will be required to pull reports from CORE and other financial tracking systems, provide guidance regarding federal and state level fiscal rules, and collaborate with fiscal staff within CDLE and the 10 Local Workforce Areas to ensure accurate accounting and budget management of all E&T funding streams.

This Accountant will primarily support E&T managers, supervisors, grant coordinators and collaborate with the CDLE Controller’s Office, Budget Office, Procurement and Contract Services (PCS), and Government Policy and Public Relations (GPPR) regarding new and proposed legislation that will have a fiscal impact on the division. This position will run, review, and analyze reports from the state of Colorados’ official financial system CORE/Info Advantage, and will provide information that will impact decision making by E&T leaders regarding the use of program funds. The Accountant will also help interpret fiscal information for program staff to ensure they have a full understanding of the budget information that is provided.

During the end of the state fiscal year and the end of individual grant periods of performance, this position will assist finance staff, budget staff, managers, supervisors, and grant coordinators with expenditure reporting and/or reconciling revenues and expenditures. This position will also operate as a connector to bridge the gap between internal grant coordinators and fiscal staff with local area financial staff to ensure proper fiscal tracking during and after the period of performance for E&T grants and initiatives. Additionally, this position will collaborate with others as needed when writing grant applications, program design and implementation, and tracking cost and expenditures throughout the life of the program.

This position will serve as a point of contact for various fiscal related request forms (Journal Vouchers, REQs, etc), OIT real time billing, and resolving questions or issues related to E&T funding streams. The position will also coordinate the completion of any corrections needed in the CORE financial system through the journal voucher process in conjunction with E&T managers, supervisors and internal fiscal staff. The Accountant position will support managers, supervisors, and grant coordinators when working with contractors and subrecipients as appropriate by answering fiscal related inquiries and facilitating invoice and payment reconciliations. This position will frequently collaborate with various E&T staff to ensure the proper coding and processing of expenditures related to program service delivery, time charging, and the purchase of goods and services.

MINIMUM QUALIFICATIONS:

Experience Only:

Four (4) years of relevant experience in an occupation related to the work assigned to this position, experience must include

  • Extensive experience with spreadsheets and the ability to manipulate the data within them as needed.

  • Experience with the accounting processes and techniques of recording and summarizing business and financial transactions and analyzing, verifying, and reporting the results.

  • Understanding of various financial systems, reports, statements, and common processes.

    Education and Experience:

    A combination of related education (coursework requires 27 semester hours completed in accounting or auditing) and/or relevant experience in an occupation related to the work assigned equal to four (4) years

    Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute for four (4) years of education

    Required Competencies:

  • Critical Thinking and the ability to use logic, reasoning, and practical experience to troubleshoot and resolve accounting discrepancies within the framework of generally accepted accounting practices.

  • Strong written and verbal communication skills and the ability to converse with both program and fiscal staff.

  • Experience working in and/or adapting to various financial systems including CORE.

  • Attention to detail and the ability to process information accurately in a timely manner.

    Preferred Qualifications:

  • Familiarity with the federal and state accounting principles, jargon, and commonly accepted practices.

  • Knowledge of The Office of the State Controller (Colorado State Fiscal Rules, Fiscal Procedures Manual, Procurement Rules, Accounts Receivable Collection Rules, CORE Policies, OMB Circulars and Procedures, etc.).

  • Knowledge of the Legislature and/or Governor’s Office (Long Bill appropriations, Executive Orders, Colorado Revised Statutes), and CDLE specific policies and initiatives.

  • Familiarity with Federal Grant Programs and/or workforce development legislation such as the Workforce Innovation and Opportunity Act (WIOA), Wagner Peyser Act, and various state legislated programs.

  • Experience providing training on financial reports

  • Experience with grant management, especially with federal and state grants.

  • Performing duties similar to those assigned to the position as a classified State of Colorado employee.
