Colorado Department Of Regulatory Agencies Consumer Affairs Specialist (Compliance Specialist I) in Denver, Colorado

The Colorado Public Utilities Commission (PUC) serves the public interest by effectively regulating utilities and facilities so that the people of Colorado receive safe, reliable, and reasonably priced services consistent with the economic, environmental, and social values of our state.

The Consumer Affairs unit at the PUC works to resolve consumer complaints with utility companies and regulated transportation carriers. The program's workload includes the handling of approximately 500 consumer phone calls each month along with filing up to 250 complaint cases. The public information aspect of this unit informs the public about PUC decisions and ratepayer issues via consumer contact. The public contacts our unit via phone, in person, by letter, email, and online.

Position: SGA 5058

The Consumer Affairs Specialist position resolves disputes between ratepayers and utilities and between the public and various regulated transportation carriers. This position investigates complaints and determines whether compliance with rules, statutes, and tariffs has been accomplished. The position also explains utility and transportation practices and obligations to facilitate contact with the public. This position educates the public and regulated entities about PUC requirements, rates, rules, and decisions. Additionally, the position works with supervisory guidance to ensure compliance with regulations in the public utilities industry.

Duties include, but are not limited to:

Investigating complaints of utility non-compliance with Colorado statutes, PUC rules, and company tariffs, and then contacting the complainant to share the response from the regulated entity;

Learning how to evaluate utility compliance with Colorado Statutes, PUC laws and rules, and utility company tariffs;

Determining the appropriate course of action in resolving disputes between regulated utilities, transportation carriers, and utility customers;

Advising utility companies when they are not in compliance with Colorado statutes, PUC rules, and company tariffs;

Learning to educate rate-payers about unfamiliar concepts, theories, and industry practices.
