About the Department
The DYS Director’s Office includes all Central Division administration activities and responsibilities related to the management and oversight of State-operated secure youth centers and privately contracted residential and non-residential services for both detained and committed youth. In addition, DYS administers a community-based system that includes case management and parole services, and Senate Bill 91-94’s Colorado Youth Detention Continuum and community-based detention services. The Director’s Office maintains responsibility for the following administrative functions: establishing and monitoring standards for service; developing policies and auditing programs and services for compliance; developing and allocating resources for programs and providing administrative systems to support programs, such as data, financial management, and contracting systems; developing and implementing short-term and long-term Division goals and planning initiatives to address DYS’ current and future program and resource needs.
About the Position
This position exists to provide consistent leadership and management to all Division of Youth Services (DYS) state and private program areas, in support of the DYS Vision and Mission statements as well as the Division’s Seven Commitments. Some of the specific duties include, but are not necessarily limited to: providing guidance, leadership and direction to the following Central Office programs and functions. Direct supervision of four Regional Directors, assuring the consistent implementation of initiatives and programming allowing continued practices consistent with evidence based principles and sound correctional practices. This includes risk mitigation and reduction of liability. Direct supervision of Client Services Coordinator and regional training needs, the Senate Bill 94- Colorado Youth Detention Continuum coordinator, the Director of Contract Program Monitoring, the DYS Policy Review Committee that must be made up of 50% community stakeholders and 50% DYS staff. This position is also a member of the Division’s Leadership Team and Senior Leadership Group, and participates in defining the major budgetary needs of the Division, and analyzing future capacity and programming needs of the Division. His position works in conjunction with the Office of Children, Youth and Families, and the Colorado Department of Human Services on any requests for participation. Working in conjunction with the Division Director and the other Associate Directors, this position assists in making decisions regarding expenditure of the Division’s operating budget. Finally, this position is staff to the State Senate Bill 94- Colorado Youth Detention Continuum Advisory Board in addition to external juvenile justice agencies. This position supports, develops, and implements best practice strategy and operations to fully support DYS is becoming national leader in youth services operations.
Job Duties:
Leadership and Management:
Leadership, direction and oversight of major functional and program areas within the Division of Youth Services, including direct supervision of the Regional Directors, Senate Bill 94- Colorado Youth Detention Continuum Coordinator, Client Services Coordinator, and the Director of Contract Program Monitoring. Future-focused program planning with these areas to determine the long-term strategic agency mix of services provided by assigned FTEs, and to ensure that all program area goals are aligned with the overall vision and mission of the Division and the Seven Commitments. Responsible for mid-management hires, and responds to appeals on employee grievances and answers appeals on corrective/disciplinary actions. Coordination with the Attorney General’s office on personnel issues and other program areas requiring support and or guidance for practice and interpretation of CRS.
Strategic Planning:
Long-term strategic planning, including budget development and forecasting, for services and programs involving estimates of required resources. Orchestrates the development of proposals and fiscal forecasts through committee “think tank” analyses, while maintaining the flexibility to successfully accomplish the DYS mission during lean budget years. Seeks ways to achieve the Vision by maintaining an emphasis on the future focus of the Division with regard to current trends. Responsible for the development and interpretation of data and performance indicators to support the DYS is meeting the desired outcomes. Leadership to course correct and mitigate risk strategically and from a statewide perspective.
Advocacy/Liaison:
This position maintains a primary role in convincing the Department, the Governor’s Office and General Assembly and its staff to fund the Division’s base resources as well new budget initiative requests. The incumbent in this position may be called upon to testify at Legislative hearings, and defend the Division’s activities and resource requests to a variety of Legislative and Grant-approving entities. This position may also act as liaison with many outside agencies, including the Joint Budget Committee, the Capital Development Committee, Colorado Judicial Department, Colorado Division of Criminal Justice, and the Colorado Department of Human Services’ Office of Employment and Regulatory Affairs and Office of Operations
Budgeting and Planning:
This position is a leadership role in developing, implementing, and coordinating the Divisions’ budget process. The position is involved in identifying critical operational issues impacting the Division, and formulating plans to address those issues, either via internal change management principles or securing additional funding to address these issues. The Division’s planning process requires facilitation of formal Division planning processes with all Division Senior Managers (Director, Associate Directors, Central Office Managers, Facility Directors) to identify, develop and refine strategic goals, objectives and outcome measures to assist the Division in developing programs, policies and procedures that ensure achievement of those goals
Facilitation and Team Participation:
Participation on a number of teams and committees, including the Division’s Leadership Team, the SB 94- Colorado Youth Detention Continuum Advisory Board, the Division’s Senior Leadership Group, the Youth Center Director’s Group, ongoing Town hall and Listening Sessions at the division’s youth center, regional, and central offices. The division’s Policy Review Committee and participation in the JJDP council. Participation on many of these groups requires preparation work, ongoing task responsibilities, and in some cases, leadership of the group. This position also serves in a leadership and management role within the CDHS Office of Children, Youth and Families
