Description of Job

About the Unit

This position works in The Colorado Department of Transportation's (CDOT's) Pavement Management Unit of the Materials and GeoTech Division. This work unit collects, compiles, analyzes, and reports data that is necessary for the strategic management of CDOT’s Surface Treatment Program, which manages approximately 23,000 lane miles of highway. This unit develops and coordinates CDOT’s pavement management program, creates reports, and runs budget analyses. This unit develops treatments, costs, triggers, and resets used in CDOT’s pavement management program, which is used for Pavement Asset Management.

About the Position

The Engineer in Training I will work under the guidance and direction of a licensed Professional Engineer and will: learn to track the status of Surface Treatment projects using CDOT computer systems and perform engineering data analysis to determine the appropriate treatment unit costs for the Pavement Management modeling software; learn to apply engineering practices and professional standards to the quality assurance processes for ensuring valid condition data and analyze year to year changes in the data; learn to use and evaluate changes to specialized pavement management software to maintain and advance CDOTs pavement management engineering analyses and learn to analyze the Pavement Management condition data and evaluate the performance of pavements.

Major duties and responsibilities are performed under the guidance and supervision of a licensed Professional Engineer and include, but are not limited to the following:

Pavement Asset Management

  • Learn to track the status of Surface Treatment projects using CDOT computer systems.

  • Maintain an updated list of where and when Surface Treatment Projects are scheduled for construction and coordinate with other CDOT units/divisions on these projects.

  • Track current unit costs for typical bid items for Surface Treatment projects.

  • Track projects with paving that are not Surface Treatment projects.

  • Confirm that pavement treatments are entered in the pavement inventory system, track funding used for Surface Treatment projects; track work type for Federal Reporting.

  • Estimate additional funding being spent on on-system roadways.

  • Perform engineering data analysis by reviewing As-Built Plans and unit costs from bid tabs to determine the appropriate treatment unit costs for the Pavement Management modeling software and to determine the costs of essential items when bundling with other assets.

  • Provide data to support presentations to the Transportation Commission and Executive Leadership.

  • Help review surface treatment lists submitted by the CDOT statewide Regions and validate Region-specific model match criteria.

  • Work closely with the Performance and Asset Management Branch and provide data to this Branch for the Transportation Asset Management Plan (TAMP) and for Federal reporting.

    Pavement Condition Management

  • Learn to perform quality assurance checks of Pavement Management pavement condition data and Highway Performance Monitoring System (HPMS) pavement condition data and analyze results using various methods including learning to use the vendor’s roadway condition data computer program, if applicable.

  • Determine if the collected pavement data for Pavement Management and the collected pavement data for HPMS meets CDOT standards, requires reprocessing, or requires recollection.

  • Learn to perform engineering analysis on year-to-year changes in pavement condition.

Pavement Management Models

  • Learn to use specialized pavement management software to maintain and advance CDOT’s pavement management engineering analysis.

  • Learn to use CDOT policies, procedures, rules, and tools in decision making and in making recommendations for network and region pavement systems.

  • Learn to run budget analyses in support of pavement budgeting and investment decisions.

  • Ensure that the technical aspects of the Pavement Management models are compliant with controlling CDOT policies such as Policy Directives, Chief Engineer Memos, etc.

  • Learn to perform model analysis of the raw or processed data to be used in recommending projects and associated treatments.

  • Learn to use engineering judgment and common engineering practices regarding pavement distress evaluation and pavement curves to assist in evaluating changes in the modeling software proposed by, CDOT Pavement Management Technical Committee (PMTC), vendor, other users (State, local and Federal level).

Pavement Data Coordination and Analysis

  • Learn to coordinate Pavement Design data with Pavement Management condition data and construction testing data and perform engineering analysis on the data.

  • Learn to analyze the Pavement Management condition data to determine if the pavements are achieving the design life shown in the Pavement Design reports.

  • Learn to analyze the Pavement Management condition data and review available construction testing data to determine if substandard construction materials are leading to substandard performance life of the pavement, or if above standard construction materials are leading to above standard performance life of the pavement.

  • Learn to analyze the Pavement Management condition data to monitor performance of pavement experimental features and pavement research areas and report on pavement performance.

  • Other job duties as assigned.

    Work Environment:

  • Primarily 8:00 am – 5:00 pm work hours, Monday-Friday

  • Approximately 98% spent in the office, 2% spent in the field

  • Flexible schedule: opportunity to work from home 1-3 days a week after training

  • Daytime travel during business hours to verify pavement condition results and observe correlation sites and to meetings.

  • 3% overnight travel to attend meetings related to Pavement Management and Pavement Asset Management.

  • Potential out-of-state travel for Pavement conferences and the Deighton User Conference (typically held in Toronto Canada).

  • Required to drive CDOT vehicles.

Minimum Qualifications

  • Must have a bachelor’s degree in engineering from an accredited institution (will accept August '24 graduates)

  • A degree in engineering has been conferred. (Will accept August '24 grads)

Substitution:

  • Current registration as an Engineer Intern or as a Professional Engineer issued by theColoradoBoard of Licensure for Architects, Professional Engineers and Professional Land Surveyors may be substituted for the required degree.

Conditions of Employment

  • If you are selected, you must provide a copy of your transcript showing that an engineering degree has been conferred by the date of hire as a condition of employment.

  • It is a CDOT condition of employment that individuals hired to the class of Engineer-In-Training must obtain registration as a Professional Engineer by the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors within eight years of the initial appointment to the EIT classification.
