Environmental Protection Agency Environmental Protection Specialist in Denver, Colorado

Summary This position is in Region 8, Land, Chemicals, and Redevelopment Division, Brownfields and Revitalization Branch, Brownfields Section. About Region 8. This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis. *EPA offers work-from-home and work schedule flexibilities as described in the Benefits section. Responsibilities At the entry level of this position, you will: Manage routine grants, cooperative agreements, interagency agreements, and/or contracts to assist in the development of plans to revitalize Brownfields sites, Pollution Prevention (P2), and/or Sustainable Materials Management (SMM) projects. Prepare documents, training, and resources for communities and recipient organizations to support clean up and reuse of Brownfields and implement P2 and SMM projects. Develop partnerships with internal and external stakeholders to encourage redevelopment and sustainable reuse of Brownfields and/or pollutant source reduction and/or waste minimization. Participate in work groups to advise on established program policies for grants and measurement of program results, outputs, and outcomes. When entering a Federal job at a grade level lower than the highest promotion potential level, you may be promoted to more complex duties and work more independently, as your career progresses. NOTE: Career ladder promotions are not automatic, and all eligibility and qualifications requirements must be met in order to progress to the next grade level. You will spend 25-50% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements. Pre-employment physical may be required and periodic physicals thereafter. This is a term position (see Other Information on assignment limits). This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date. You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement. If you are selected, you may be required to complete a one-year probationary period if appointed as Competitive Service or a two-year trial period if appointed as Excepted Service. Participation in the medical monitoring program may be required. You will be required to obtain (before coming on board) and maintain a valid driver’s license and must be able to operate a Government-owned or leased motor vehicle. This position requires the use of personal protective equipment (PPE). You will be required to meet ongoing specialized safety training requirements in order to meet field safety standards. #LI-Onsite Qualifications NOTE: You must meet qualification requirements by the closing date of this announcement. To qualify for the GS-09 level, you must have one of the following: 1 year of full-time specialized experience equivalent to at least the GS-07 level defined as assisting in the evaluation of program plans, facility progress reports, statistical data, and/or background information for compliance with program guidelines and regulations; and providing oral or written briefings to management on specific technical and policy issues. master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related; the education must provide the knowledge, skills, and abilities necessary to do the work of the position equivalent combination of education and experience To qualify for the GS-11 level, you must have one of the following: 1 year of full-time* specialized experience equivalent to at least the GS-09 level defined as performing independent evaluation of program plans, facility progress reports, statistical data and background information for compliance with program guidelines and regulations; providing oral or written briefings to management on specific technical and policy issues; and communicating scientific information to communities and/or external stakeholders. Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related; the education must provide the knowledge, skills, and abilities necessary to do the work of the position equivalent combination of education and experience NOTE: 1 year of full-time undergraduate study is 30 semester or 45 quarter hours. 1 year of full-time graduate education is the number of credit hours that the school attended has determined to represent 1 year of full-time study; if that information cannot be obtained from the school, 18 semester hours is considered 1 year of full-time study. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of Federal Acquisition Regulations (FAR), cost control procedures regarding contractual assistance, contract management, and cost accounting record keeping and procedures. Knowledge of federal grants, cooperative agreements, and interagency agreements regulations, policies, and procedures, sufficient to manage a limited range of routine grants, cooperative agreements, and interagency agreements. Knowledge of applicable federal environmental statutes and regulations including Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Brownfields, Pollution Prevention Act, Solid Waste Disposal Act, and State Voluntary Cleanup Programs. Skill in written communication. Ability to manage limited projects, establish goals, and assess progress toward their achievement and adjust work operations and program objectives to meet targets. Skill in oral communication. Ability to utilize software programs to assist in data management and analysis, and for summarizing large amounts of information. Ability to evaluate and advise on site revitalization and reuse, land use planning, redevelopment financing, pollutant source reduction, and/or waste minimization. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
