Description of Job

About the Work Unit

The Professional Engineer I works in the Statewide Bridge Enterprise (BE) program. The Enterprise was formed in 2009 by the FASTER legislation (SB09-108) to accelerate the repair, reconstruction, and replacement of rapidly deteriorating bridge infrastructure throughout the state. Subsequently, the passage of SB21-260 renamed the BE as the Statewide Bridge and Tunnel Enterprise (BTE) and expanded the scope of the Enterprise to include tunnel projects. In 2023, HB 23-1276 further expanded the scope of the Enterprise to include the completion of preventative maintenance bridge projects, and allowing the BTE to repair, reconstruct, replace, and maintain fair-rated bridges under certain circumstances.

Per C.R.S. 43-4-805, the BTE operates as an autonomous government-owned business within the Colorado Department of Transportation (CDOT) and the Colorado Transportation Commission serves as the Statewide Bridge and Tunnel Enterprise Board of Directors. The BTE constitutes an Enterprise per Article X, Section 20 of the Colorado Constitution which allows the BTE to impose a bridge safety surcharge fee and bridge and tunnel impact and retail delivery fees to accomplish its business purpose. The Enterprise serves as the state’s primary program for bridge replacement projects and is a key strategic business partner and funding source for several major projects in CDOT’s 10-year vision plan.

About the Position

The Professional Engineer I uses engineering knowledge, industry best practices and understanding of CDOT’s current practices to:

  • Support the development, implementation, and management of the BTE’s new asset management program.

  • Support the state tunnel asset manager with program-level and project-level duties required to successfully manage the tunnel asset which includes 20 tunnels and 2 snow shed facilities statewide.

  • Provide/assist in providing program-level and project-level monitoring, tracking, and status reporting for BTE.

  • Analyze reports, plans, specifications, and other project-level information to ensure that project scope aligns with BTE funding eligibility and participate in planning, milestone, and progress meetings to give technical input and guidance on bridge and tunnel projects.

Serves as a technical support to CDOT Regional Staff to ensure that projects are executed in accordance with the applicable statutes, policies, procedures, processes, and guidance that govern the BTE.

Your duties and responsibilities will include, but are not limited to, the following:

Asset Management Support

  • Supports the development and implementation of a BTE asset management program which will maximize the return on investment for structures that were replaced or rehabilitated by the BTE program.

  • Implements new and existing policies and procedures.

  • Collaborates with BTE staff and other CDOT subject matter experts to determine funding needs and forecast future funding needs.

  • Forecasts future asset treatments utilizing engineering knowledge/understanding of the various types of structures and the factors that influence bridge deterioration to determine the treatments needed to maintain them efficiently and effectively.

  • Using engineering principles and knowledge, supports the BTE Deputy Program Manager with the development of bridge preventative maintenance and repair standards by exploring, analyzing, selecting and implementing asset management best practices and innovative treatments.

  • Supports the implementation of HB 23-1276 to develop preventive maintenance guidance for good and fair bridges using engineering knowledge, industry best practices and knowledge of CDOT’s current practices.

  • Assists with the modification of the Enterprise’s governing documents, policies, procedures, processes, and guidance documents to align with industry best practices, new rules and laws.

  • Using engineering knowledge, determines/assists with determining a methodology for prioritizing different work types that are eligible for program funding such as bridge replacement, repair, rehabilitation or tunnel repair or rehab.

  • Quantifies the existing BTE-owned bridge maintenance backlog and funding needs for BTE-owned assets.

  • Develops tracking and reporting mechanisms to ensure that BTE-owned assets are receiving asset management treatments on the appropriate intervals.

Project Delivery

  • Supports CDOT Region staff and assists the Regions with meeting applicable requirements to successfully execute BTE funded projects by identifying and providing the appropriate direction based on BTE policy or procedural directives, guidance documents, or processes.

  • Performs BTE project eligibility reviews and partners with CDOT Region Staff and The Federal Highway Administration (FHWA) to determine eligible funding limits in accordance with program guidance documents. Uses engineering knowledge, and principles to independently audit the best design approaches and based on the features of the project, to determine what is eligible for BTE funding.

  • Participates in project planning, scoping, and design phases to confirm that the proposed project scope meets BTE project goals.

  • Engages with the project team to obtain information on dynamic factors such project health, status, complexity, and importance to maintain effective project oversight.

  • Revises/updates CDOT and BTE manuals (i.e. project development manual, bridge design manual, construction manual, etc.) design bulletins, and other guidance as needed to ensure that BTE content is accurate and current.

Tunnel Asset Engineer

  • Supports the statewide tunnel asset management program using professional engineering knowledge and expertise by:

  • Solving technical problems and converting tunnel inspection findings to actionable repair projects in collaboration with CDOT Region staff.

  • Assisting Regions with technical review for inspection findings, reports, studies, etc. related to tunnel components and systems and providing/supporting with interpretation of results and determination of next steps to resolve ongoing issues.

  • Developing technical scopes of work in conjunction with Region Staff and the Tunnel Asset Manager and/or supports Regions with the development of a technical scope of work for tunnel projects by providing guidance on best practices and answering questions.

  • Reviewing inspection reports and essential repair findings to support project selection process.

  • Develops materials for monthly tunnel owner/operator meetings such as agendas, technical descriptions of issues and inspection findings impacting tunnels, and program-level status updates, including but not limited to program performance, planning and reporting activities, and information on new or upcoming initiatives.

  • Assists the Tunnel Asset Manager and Region staff with the implementation of the Statewide Tunnel Maintenance and Capital Project Plan.

  • Supports the tunnel asset manager with the annual budget setting process by compiling inspection data and data on tunnel condition from other sources to report on the state of the tunnel asset and the investment level needed to meet established performance targets.

BTE Program Controls and Reporting

  • Oversees the collection of cost and schedule data for BTE-funded projects and ensures that this information is relayed to the appropriate BTE team member to update BTE plans, financial models, reports, etc.

  • Develops monthly BTE schedule reports.

  • Develops materials for the meetings and committees.

  • Provides ongoing maintenance to the BTE bridge cost estimating tool.

  • Assists the BTE Manager with the development of the semi-annual BTE Bridge Prioritization Plan.

  • Provides regular reporting on the tunnel asset class to the Tunnel Asset Manager and other internal and external stakeholders as requested.

    Other duties as assigned.

    Work Environment

  • Daytime hours Monday - Friday

  • Daytime travel during business hours to meetings, site visits, and industry events.

  • Up to 5% overnight travel to meetings, site visits, and industry events

  • Required to drive CDOT vehicles.

  • Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers, and Professional Land

The exceptional applicant will be a licensed Professional Engineer with proven ability or accomplishment in the following:

  • Demonstrated success with the duties listed in the Description of the Job section;

  • Years of State service experience related to the duties of this position;

  • Civil engineering design and construction knowledge and experience, including current working knowledge of civil engineering processes, theories, laws, principles, conceptual models, and best practices, especially for transportation related projects;

  • Bridge and tunnel asset management experience;

  • Experience with bridge preventative maintenance and repair standards, best practices and treatments;

  • Project delivery experience;

  • Experience with CDOT, FHWA, American Association of State Highway and Transportation Officials (AASHTO) or other state DOT bridge preventative maintenance resources, manuals, guidelines, and reports;

  • Knowledge and experience with the CDOT Construction Manual, CDOT Material Manual, CDOT Project Development Manual, CDOT Standards & Specifications Manual, CDOT M&S Standards, MUTCD, Bridge Design Manual and other industry design standards;

  • Strong attention to technical detail and accuracy;

  • Strong analytical, reasoning, problem solving, and decision making ability;

  • Excellent planning, organizational, time and project management skills and experience;

  • Excellent facilitation, presentation, and communication skills, both written and oral;

  • Proven ability to collaborate and build relationships;
