Description of Job

The Colorado Public Utilities Commission (PUC) serves the public interest by effectively regulating energy and water utilities and facilities, telecommunications, transportation, gas pipeline safety, and rail and transit safety so that the people of Colorado receive safe, reliable, and reasonably-priced services consistent with the economic, environmental and social values of our state. This requires balancing the needs of customers and the afore mentioned regulated entities.

The Rail/Transit Safety work unit exists to protect the life, property, and environment and minimize risk to public health, safety and environment of Colorado’s citizens that use public highway-rail grade crossings and use rail fixed guideway system public transportation. The work unit supports the Colorado Department of Regulatory Agencies; mission of consumer protection, supports the Public Utilities Commission by providing the technical and professional experience necessary to permit the Public Utilities Commission to carry out its statutory mandate in the area of rail and transit safety and service. The unit promotes and safeguards the health and safety of railroad employees, passengers, customers, subscribers, and the public. Additionally, the unit provides professional analysis, technical and policy testimony, and/or advice on engineering, economic, financial, and operational matters.

Position: SGA 95095

This position exists to inspect, investigate, analyze data, and audit transit agency safety plans and maintains safety oversight over rail fixed guideway system operations. The position operates as a State Safety Oversight Specialist and provides technical expertise in oversight of track maintenance, signal maintenance, vehicle maintenance, hazard management, and system safety. This position assists the State Safety Oversight program manager to ensure compliance with appropriate Federal and State laws, rules, Commission policy, and the transit agency safety plan. This position audits all safety aspects of the transit agency over a three-year time frame to ensure compliance with the transit agency safety plan. This position inspects work done on rail fixed guideway systems for compliance with transit agency rules, standard operating procedures, and the transit agency safety plan and provides oversight and guidance on safety in the operation and maintenance of the rail fixed guideway system and rolling stock. This position provides oversight, management, tracking, analysis, and reporting of the transit agency’s hazard management program, corrective action plan development and implementation, reviews transit agency accident, incident and occurrence investigation reports, and may investigate accidents, incidents, occurrences, and hazards at the transit agency. This position prepares summary and analysis reports, inspection reports, drafts Commission decisions approving reports and audits, adopting transit agency reports, approval of corrective action plans, and assists transit agencies with interpretation of Commission Rules.

Duties include, but are not limited to:

  • Participating in special safety, operations, and maintenance committee meetings;

  • Conducting on-going environmental and public safety reviews, inspections, and audits of the transportation agency safety plan, including regular system inspections and evaluations (including track, signal, vehicle, station, and operational), and any necessary investigations based on data sampling plans;

  • Participating in and reporting transit agency internal safety reviews, inspections, testing, and field observations;

  • Observing transit agency emergency preparedness and safety drills and exercises;

  • Participating in any FTA Project Management Oversight Consultant monthly site visits; AND

  • Attending and assisting with preparation of mandatory training, meetings, conferences, and workshops regarding the State Safety Oversight program.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS (MQs):

There are two ways to qualify for this position: 1) Experience OR 2) A Combination of Education and Experience

Option 1: Experience

  • Six (6) years of full-time professional* work experience in the transit, transportation, rail inspection, or safety compliance industries, including experience with auditing, quality control, and/or investigating transit-related work (i.e accidents, incidents, occurrences, and hazards).

Option 2: A Combination of Education AND Experience

  • Associate’s Degree and Experience: Graduation from an accredited college or university with an associate’s degree in applied science, mathematics, supply chain management, engineering, environmental engineering, environmental policy, environmental studies, occupational safety, law, criminal justice, political science, or a field of study related to the work assignment; AND

  • Four (4) of full-time professional* work experience in the transit, transportation, rail inspection, or safety compliance industries, including experience with auditing, quality control, and/or investigating transit-related work (i.e accidents, incidents, occurrences, and hazards).

OR

  • Bachelor’s Degree and Experience: Graduation from an accredited college or university with a bachelor's degree in applied science, mathematics, supply chain management, engineering, environmental engineering, environmental policy, environmental studies, occupational safety, law, criminal justice, political science, or a field of study related to the work assignment; AND

  • Two (2) of full-time professional* work experience in the transit, transportation, rail inspection, or safety compliance industries, including experience with auditing, quality control, and/or investigating transit-related work (i.e accidents, incidents, occurrences, and hazards).

SUBSTITUTIONS:

  • Partial credit toward the degree requirement will be given for completed college/university coursework that did not result in a degree. A master's or doctorate degree from an accredited college or university in a field of study related to the work assignment will substitute for the bachelor's degree requirement.

Preferred Qualifications:

  • An advanced degree in civil, electrical, or mechanical engineering;

  • Professional industry experience providing expertise in locomotive power, tracks, signal, and vehicle maintenance;

  • Demonstrated experience in reading, understanding, interpreting and applying, and explaining laws, rules, policies, and procedures;

  • Experience in rail guideway system operations inspection and safety investigation;

  • Demonstrated experience working with or knowledge of Colorado PUC statutes, rules, and regulations;

  • Experience working with and knowledge of the industries and entities regulated by the PUC (i.e. energy and water utilities and facilities, telecommunications, transportation, gas pipeline safety, and rail-and-transit safety, etc.);

  • Experience working in the transportation or energy industries, and/or with government agencies;

  • Demonstrated experience in developing and managing databases to track processes and ensure regulatory compliance;

  • Demonstrated experience conducting audits to ensure compliance with regulations.
