The Department of Local Affairs (DOLA) serves as the primary interface between the State and local communities. The Department provides financial support to local communities and professional and technical services (including training and technical assistance) to community leaders in the areas of governance, housing, and property tax administration.     This position will travel statewide to provide on-site technical assistance and training and attend community meetings.

Description of Job

The Division of Housing (DOH) (https://doh.colorado.gov/) , Office of Housing Recovery (OHR) works with public and private entities, nonprofit organizations and public housing authorities to assist in housing development/rehabilitation for low and moderate income persons; to provide shelter and supportive services to the homeless; to provide safe, sanitary, decent housing for low and moderate income persons and families throughout the state through allocation of funds from federal and state grant programs; and, delivery of technical assistance and training to local governments, applicants and grantees. This work unit will work primarily with funding from Proposition 123.

The Proposition 123 Coordinator will carry out limited phases of the DOH mission mentioned above by implementing the new funding source of Proposition 123, as well as assist with ongoing compliance for the funding. The implementation includes but is not limited to developing policies and procedures, training stakeholders, developing reporting requirements, and providing stakeholder technical assistance. Ongoing compliance will include long-term monitoring, reporting and site visits. This position operates independently in performing assignments and works collaboratively with the Program Specialists in the unit to monitor program activities, provide technical assistance to stakeholders, and relay stakeholder feedback to the Program Manager for process improvements.

The primary duties and responsibilities of this position include, but are not limited to:

  • Maintain and update project documentation, including reports, spreadsheets, and databases to ensure accessibility and transparency.

  • Provide support for monitoring program activities, for developing community relations and following up on action items.

  • Assist in the dissemination of information through reports, dashboards, and other end-products that offer summaries, policy alternatives, findings, and recommendations regarding a policy.

  • Gather information and draft reports for the Program Specialist input and Manager review.

  • Act as the first point of contact for stakeholder inquiries.

  • Advocate for stakeholders and communities to build relationships to identify and resolve process issues.

  • Provide technical assistance to address discrepancies and weaknesses in the local government and/or developer’s program and/or agency.

  • Troubleshoot and find solutions and communicating procedures to others involved in the program.

  • Other duties as assigned or as needed.

MINIMUM QUALIFICATIONS

Experience Only:

Five (5) years experience working with federal, state or locally funded housing or homeless assistance programs. This includes assistance administrating housing programs to ensure compliance with regulations; involvement with collecting and analyzing data to monitor program performance; stakeholder and local jurisdiction outreach; and experience with program budgets related to state, federal and local housing activities.

OR

Education and Experience:

Associate's degree from an accredited college or university in public policy, political science, housing and human rights, social work, business administration, public administration, nonprofit administration or a closely related field (as determined by the agency) AND three (3) years of experience as described above.

OR

Bachelor's degree from an accredited college or university in public policy, political science, housing and human rights, social work, business administration, public administration, nonprofit administration or a closely related field (as determined by the agency) AND one (1) year of experience as described above.

OR

Master’s degree from an accredited college or university in public policy, political science, housing and human rights, social work, business administration, public administration, nonprofit administration or a closely related field (as determined by the agency).

  • State of Colorado work experience providing technical and/or monitoring assistance with housing or related programs;

  • Experience working in/with local government, housing, homeless, or human services programs;

  • Experience with coordinating processes within Federal and State housing programs, standards and implementation in accordance with best practices, particularly having a general understanding of affordable housing development, low-income housing tax credits, down-payment assistance,owner-occupied rehabilitation, and emergency housing programs focused on housing people from homelessness;

  • At least one year of professional experience in administrating affordable housing or homeless programs;

  • Knowledge and experience of tax revenue specific to Proposition 123.

    Proposition 123 funds are split between DOLA and the Office of Economic Development and International Trade (OEDIT). The Affordable Housing Financing Fund allocated to OEDIT includes three main program areas including Land Banking, Equity and Concessionary Debt. The Affordable Housing Support Fund allocated to DOLA also includes three main program areas: Affordable Homeownership, Serving Persons Experiencing Homelessness, and Local Planning Capacity Development.
