Description of Job

Position Summary:

We are looking for a Data Analyst who is highly motivated, and detail-oriented to become an integral part of our team.

This position is Term-Limited, which will end on June 30, 2025. This position is responsible for federal reporting and monitoring under the Elementary and Secondary School Emergency Relief (ESSER) Funds, including grantees' use of funds and implementation of activities funded with ESSER funds, including providing technical assistance, training, guidance, and support to Local Education Agencies on meeting federal reporting and monitoring requirements.

Major Duties and Responsibilities:

A. ESSER Reporting

  • Develop a deep understanding of the 3 federal statutes creating ESSER funding, with priority given to the American Rescue Plan (ARP) Act, and the U.S. Department of Education reporting requirements in statute and the Annual Performance Report guidance, template, and other supporting documents.

  • Serve as the primary contact for Local Educational Agencies (LEAs) with questions related to the data elements required under the ESSER Annual Performance Report. Provide training to grantees and support LEAs with completing and submitting their reports to CDE.

  • Support the development and use of tools and resources for collecting data from grantees to meet federal reporting requirements, and provide training and technical assistance to grantees on completing required data collections.

  • Conduct data cleaning and preparation steps necessary to ensure data quality, accuracy, and completeness.

  • Using a coding scheme aligned with the U.S. Department of Education data categories, code qualitative data in preparation for submitting reports.

  • Prepare data reports to be submitted to the U.S. Department of Education. Validate analyses conducted by other data analysts.

  • Prepare public reporting that meets statutory requirements.

B. Evaluate and Monitor LEA Administration of ESSER funded Programs and Activities.

  • Conduct onsite and desk reviews of ESSER programs, in collaboration with other ESEA Office team members, Grants Fiscal Management team, and other units, and produce written reports regarding findings, as needed.

  • Use the risk assessment results to identify the indicators to be reviewed as part of each district's monitoring process. Support tracking progress of monitoring activities across all grantees and LEAs.

  • Review and provide feedback to districts on evidence submitted. Develop written reports on monitoring results, as needed.

  • Identify common monitoring findings to inform reporting and evaluation of program reach and impact.

  • Provide follow-up support to districts to develop and implement any necessary corrective actions. Progress monitor implementation of corrective actions.

  • Support districts with taking any necessary corrective actions, provide follow-up support until districts can demonstrate compliance and effective use of funds.

  • Effectively and efficiently conduct descriptive statistics to evaluate the reach and impact of ESSER funded programs and activities. Activities include qualitative analyses to examine the use of ESSER funding. Disseminate findings through written and verbal reports and presentations.

  • Develop and disseminate reports on statewide results of monitoring and evaluation activities.

  • Conduct reviews of applications or post award revisions submitted by grantees and LEAs to ensure compliance with federal statute and regulations before activities are funded. Provide guidance and support LEAs with submitting revisions.

  • If necessary, support LEAs and grantees with submitting liquidation extension requests and support tracking of impact of revisions on data submitted or to be submitted to the U.S. Department of Education and public reporting. Develop updates to reports as necessary.

  • Collaborate with other offices in the unit and CDE in providing guidance and implementing federal requirements under ESSER.

  • Assist school districts and BOCES in coordinating federal, state, and local programs, and resources to improve program quality and effectiveness.

  • Provide ongoing technical assistance, guidance, and training to LEAs pertaining to effective uses of ESSER funds. Manage a caseload of assigned LEAs/grantees.

  • Other duties as assigned by the Director or the Assistant Director of the Office of ESEA Programs.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUMEDUCATION ANDEXPERIENCE REQUIREMENTS:

Master's degree from an accredited college in data analytics, statistics, finance, or related fields.

In lieu of Master’s:

Bachelor’s degree, plus 5+ years of experience in conducting education data analysis, conducting inferential statistics, program evaluation, or federal reporting.

QUALIFICATIONS AND CONDITIONS:

ompetency and Qualification Requirements:

  • Knowledge of the Elementary and Secondary School Emergency Relief (ESSER) funds under the CARES Act, Coronavirus Response and Relief Supplemental Appropriations Act (CRRSA), and the American Rescue Plan (ARP) Act, with particular attention to the ESSER requirements under the ARP Act.

  • Minimum 3 years of experience in using Excel to conduct data quality checks, descriptive statistics, and data visualizations, particularly with large datasets.

  • A deep understanding of and experience in data quality assurance processes.

  • Proficiency in Microsoft Excel (including statistical functionality), Word, PowerPoint, Access, and SPSS or other statistical software.

  • Advanced skills in using macros and developing data visualizations in Excel.

  • Strong work ethic and attention to details and accuracy.

  • Experience developing and providing trainings on complex content.

  • Exceptional organizational skills, including ability to balance competing priorities, and track and meet deadlines. Ability to handle multiple projects simultaneously.

  • Ability to work effectively with diverse stakeholders in difficult or uncertain circumstances.

  • Demonstrated ability to communicate effectively, both verbally and in writing.

  • Experience in developing and delivering professional development trainings and conferences for adult learners, using various modalities (e.g., online, small, or large groups).

  • The ability to pass a background check.

Preferred:

  • Experience in conducting qualitative and quantitative analyses.

  • Experience in evaluating effectiveness of programs, particularly educational programs.

  • Experience in federal reporting.
