About this Unit:
This unit is responsible for the accurate and timely collection and reporting of hours worked and leave taken by Department employees in accordance with the Federal Fair Labor Standards Act, Family Medical Leave Act, and State Personnel Rules. It is also responsible for accurate and timely payment and reporting of employee wages, benefits, and deductions in accordance with generally accepted accounting principles, federal, state, and Department rules and regulations. This unit serves over 5,000 employees in five agencies (IHA, Wheat Ridge and Pueblo Regional Center, Colorado Mental Health Institute at Ft. Logan and Pueblo, Division of Youth Corrections, and All Nursing Homes) that are located in the North Central District and provides certain payroll and timekeeping functions for the entire Department.
About this Position:
The Payroll Supervisor exists to (a) supervise all payroll and timekeeping functions performed by the Northern and Western (in coordination with Western District Accountant) District Payroll/Timekeeping Units, (b) ensure accurate and timely payroll and timekeeping functions are performed effectively, efficiently, timely and in a professional manner to provide accurate payroll payments to employees and to ensure accurate deductions for all applicable taxes, insurance, and other payroll deductions; proper payments are made to third parties; accurate reporting for management, W-2s, and other reporting purposes, (c) prepare documents and reconciliations to respond to audit requests as received by the Office of the State Auditor or other outside auditors (d) advise and train agency managers and employees on Kronos timekeeping, to correct audit deficiencies, and other issues that arise, (e) ensure critical procedures are performed to maintain the operation of the automated timekeeping system (Kronos) in the department as they relate to Colorado Mental Health Institute at Fort Logan (IIC), Grand Junction Regional Center (IJB), Wheat Ridge Regional Center (IJC), Division of Youth Correction Facilities for the North Central and Western Districts (IKA), Colorado State Veterans Center at Rifle (ILD), Colorado State Veterans Home at Fitzsimons (ILG), and administrative support services (North Central and Western Districts Facilities Management, Accounting, and Procurement), (f) provide retirement counseling for employees considering retirement, and (g) function as back up for the Department Payroll/Timekeeping Manager and Kronos Administrator in their absence.
Summary of Duties:
Review and Analysis:
Evaluates urgency of underpayments; reviews and approves all manual checks (CHOPS) created by the payroll staff for accuracy of calculations and appropriateness of generating the CHOP.
Evaluates all overpayments, reviews collection correspondence and approves payment schedules with employees. If an overpayment is deemed to be uncollectible, refers the case to the Payroll Accountant.
Determines compliance/noncompliance of payroll/timekeeping practices by using federal and state rules, accounting practices, and regulations. Identifies and resolves management issues that need improvement. Develops, establishes, modifies, and implements procedures to maintain compliance.
Payroll/timekeeping liaison with North Central District Human Resources and Benefits/Risk Management. Establishes and implements appropriate procedures to prevent and/or resolve issues.
Supervision of Payroll Accounting Technicians:
Evaluates employee performance and completes PMAP ratings and IPO’s for three to four staff on a semi-annual basis and identifies areas for professional improvement. Conducts pre- and post-evaluation meetings with employees.
Coordinates and distributes workload to employees to assure work is completed in an accurate and timely manner, taking advantage of each employee’s individual expertise. Assesses and rebalances staff workloads to ensure equitable distribution. Approves all written communications generated by the Northern District Payroll/Timekeeping Office.
Compliance and Customer Service:
Develops and revises procedures and updates office procedures manual; keeps all stakeholders informed of changes.
Determines the most efficient and effective payroll procedures affecting the entire Department and recommends improvements to the Payroll/Timekeeping Manager.
Participates in meetings with other State Agencies to develop the procedures for any changes to or new laws, policies or regulations and systems such as KRONOS and CPPS after reviewing with CDHS Payroll Manager.
Develops changes and improvements to State-wide procedures and CPPS and recommends those changes to Central Payroll at the Department of Personnel and Administration after reviewing with the CDHS Payroll Manager.
Determines proper calculations of employee’s pay and benefits when approached by employees with questions about pay and informs them of the final decision.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Option 1 (Minimum Qualifications)
Six(6) years of professional accounting experience

Option 2 (Substitutions)
Bachelor's degree from an accredited institution in accounting, finance, business, statistics, economics, or data managementANDTwo (2) years of professional accounting experience
OR
Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute for the degree requirement and two years of the professional accounting experience.
Additional appropriate education will substitute for the required experience on a year-for-year basis.
Definition of Professional Experience:While not fully encompassing, professional accounting experience is defined by the Colorado Department of Human Services as work that typically involves the following components:
Analysis of financial transactions to determine accuracy, completeness, and conformance to established policies and procedures and generally accepted accounting standards
Preparing, analyzing, and interpreting financial reports, statements and records, (e.g. balance sheets, profit and loss statements, amortization and depreciation schedules)
Assembling data and creating financial projections
Developing, implementing, modifying and documenting accounting systems
Reconciliation of accounts
Calculating and estimating effects of proposed changes in operating programs or accounting operations;
Auditing processes
Revenue recognition & contract completion recognition
Account troubleshooting and problem solving
Implementing and/or designing of financial controls
GL system maintenance
Making account recommendations
Preferred Qualifications (preference will be given to candidates with these qualifications):
Great attention to detail
Understanding of details and system interactions
Excellent communications skills
Experience dealing with difficult situations and customers
Great data analytic skills
2 years of supervisory experience
Demonstrated proficiency with Microsoft Office software, specifically Excel and Access and/or google products
Demonstrated experience working with CORE (Advantage)
Preference will be given to candidates with public-sector and/or government accounting experience
Demonstrated knowledge and experience with program accounting principles and practices with human-services related programs
Preference will be given to candidates who demonstrate having greater depth of experience and knowledge related to accounting principles and practices.
Conditions of Employment:
