About the Work Unit

The Traffic Operations & Technology Services unit at the Colorado Department of Transportation (CDOT) provides highway safety and traffic operations-related input for transportation planning and project development to improve operations through multiple programs and projects. This includes Standards, Specifications, reviewing products for CDOT use, Traffic Incident Management, Traffic Modeling, Bottleneck Reduction, Operations Analysis, Safety Crash Analysis, and Field studies.

About the position

CDOT is looking for a licensed Professional Engineer to provide engineering judgment and support for traffic operations, engineering, and data collection to assist with asset and program management and implement Transportation Systems Management and Operations (TSM&O) projects. You will prepare traffic evaluations for construction projects and highway corridors; perform traffic studies, simulation, crash analysis, signal warrant studies, intersection analysis, and traffic operation analysis for safety projects.

Major duties and responsibilities include, but are not limited to:

  • Conducts regional data collection, analysis, and inspection of traffic needs; relates causality to roadway geometrics, traffic control devices, crash data, intersection operations, turning movements, signals, and traffic operations using highway and traffic engineering principles;

  • Evaluates before and after impacts of traffic operations recommendations;

  • Identifies traffic patterns that need to be corrected and review safety data to ensure that corrections will improve safety and travel time;

  • Provides traffic simulation and modeling support, training, and deliverables, including signal timing, optimization, and warrant analysis;

  • Provides modeling software expertise and training for CDOT employees, including advising on the statistical methods, analysis procedures, and presentation formats used to examine and convey the results of assigned assessments;

  • Communicates analysis findings and recommendations in writing and produces graphical or tabular representations to display data for presentations;

  • Works closely with supervisor and CDOT units to provide traffic engineering and program support as necessary for TSM&O projects;

  • Researches new technology and TSM&O best practices to help find solutions to CDOT and statewide challenges;

  • Assists in reviewing specifications and standards, manuals, and testing and training materials;

  • Assists in developing new traffic programs and processes for traffic data support, including operations evaluations tools, intersection and interchange control analysis tools, dashboards, excel sheets, and automation to assist regions in project decisions;

  • Develops and executes task orders for statewide and regional traffic engineering efforts, including reviewing consultant paperwork, independent cost estimates, task order forms, and procurement processes;

  • Provides quality control monitoring of traffic engineering services provided by consultants, including reviewing and process invoices;

  • Provides project management to ensure that consultant's communication, collaboration, and deliverables meet expectations for CDOT projects;

  • Provides support to the unit in the management of assigned asset, safety, or operational budget programs; evaluates projects submitted for consideration for funding by reviewing the benefit-cost ratio and determining the eligibility of projects for funding;

  • Provides modeling, traffic operations analysis, and overall traffic engineering support to the regions;

  • Other job duties as assigned.

    Work Environment:

  • Primarily 8:00 am – 5:00 pm work hours, Monday-Friday, average of 40-45 hours a week,

  • Position will work a hybrid schedule with 2 days in the office expected

  • Approximately 10% spent in the field, 90% spent in the office

  • Travel required during work hours throughout Metro Denver/Front Range

  • Occasional overnight travel 5-10 times a year throughout Colorado

  • Required to operate CDOT vehicles

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications

  • Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers, and Professional Land

OR

  • Current, valid licensure as a Professional Engineer from another state in the U.S.

Conditions of Employment

  • Applicants who do not have a current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors will be required to obtain a Colorado license within six months of hire as a condition of employment.

  • The person hired for this position must be a Colorado resident by the start date.

  • Must pass a pre-employment screening which may include social security number trace, criminal records check, public court records check, educational records, and driving records checks. More information in the supplemental information section.

  • A current valid driver license is required for all Colorado Department of Transportation (CDOT) positions which require operating a state or personal motor vehicle to perform one or more essential functions of the position.

    Preferred Qualifications

    The exceptional applicant will be an experienced professional traffic engineer and will possess the proven ability or accomplishment in the following:

  • One year of knowledge and training in traffic with VISSIM or Synchro or HCM and will be trained on other modeling software;

  • Demonstrated success with the duties listed in the Description of the Job section;

  • Years of State service experience related to the duties of this position;

  • Highest work/personal ethics and integrity;

  • Certification or willing to get certified as a Professional Traffic Operations Engineer;

  • Knowledge and experience with the CDOT Project Development Manual, CDOT Standard Specifications for Road and Bridge Construction, CDOT Field Materials Manual, AASHTO Roadside Design Guide, FHWA Manual on Uniform Traffic Control Devices for Streets and Highways, Flagging, Traffic Control Plans and Methods of Handling Traffic;

  • Knowledge and experience in traffic modeling;

  • Knowledge of Transportation Systems Management and Operations Best Practices;

  • Ability to mentor, train, and lead professional and non-professional staff;

  • Highest work/personal ethics and integrity;

  • Proven ability to manage multiple assignments, priorities, and projects in a demanding environment;

  • Ability to work under tight deadlines and be adaptable to changing assignments;

  • Ability to take initiative to solve problems in an innovative manner;

  • Ability to partner with public and private organizations, special interest groups, elected and appointed officials, in situations which may be politically sensitive;

  • Ability to negotiate mutually acceptable solutions and build consensus through give and take;

  • Excellent interpersonal and relationship building skills;

  • Excellent reasoning, investigative, analytical, and problem solving ability;

  • Excellent facilitation, presentation, and communication skills, both written and oral;

  • Strong attention to technical detail and accuracy;

  • Passion for safety;

  • Ability to work effectively in both independent and team situations;

  • Fluency in Microsoft Office Suite (Word, Excel), Gmail, Google Suite, SAP, and the ability to quickly learn other software systems.
