Job Description

The DNR’s Air Quality Bureau provides a critical service for Iowa citizens and environmental quality. Partnering with communities, business and industry, organizations and private citizens, the Bureau provides the knowledge and tools necessary to create workable solutions to ensure that Iowa's excellent air quality is maintained throughout the state. This Administrative Assistant 1 employment opportunity is within the Bureau's Program Development & Support Section.

The position's primary duties are to function as the principal contact for the receipt and tracking of air construction permit applications through the Iowa EASY Air application system. Specific duties include ensuring that all electronic forms and fees have been submitted, coordination with section staff and permit applicants to identify and correct application submittal issues, and completing work flow steps in Iowa EASY Air for engineering staff assignment to a project. The position will also respond to inquiries from facilities and staff about project fees, submittal information, and application process questions, and will refer applicants to the Construction Permits Helpline when appropriate.

The position will track the status of the submittal of missing or additional project fees and the progress of Construction Permits Helpline callbacks, contact applicants to determine the status of check payments that have not been received for a project, update permit project tracking sheets and assist the Iowa EASY Air Team in researching and documenting probable causes of problems or errors within the application system. Duties will include compiling and summarizing historical construction permit application receipt and tracking information, and training of other staff to backup the duties associated with receipt and tracking of construction permit applications to ensure continuity of operations.

Additional duties will include uploading electronic construction permitting records to OpenText, coordinating with legal staff to process construction permit rescission requests in Iowa EASY Air, and providing user assistance to staff, regulated industry, and their consultants on the use of Iowa EASY Air. The position will assist with Iowa EASY Air training for internal and external customers, including assisting in the development of Iowa EASY Air training materials, user manuals, and guidance and FAQ documents.

Essential Functions

The ability to communicate regulatory program and technical information clearly and concisely, both verbally and in writing; entering environmental information into on-line applications and network databases and spreadsheets using PC based computer systems and software; instructing clients and staff in the use of applicable on-line applications, electronic records storage systems, network databases and spreadsheets. Establishing and maintaining data entry and processing procedures, requirements, and policies. Reading and comprehending technical information, rules, policies, procedures, and guidance, and disseminating that information to clients and customers. Infrequent, primarily in-state travel for meetings and related duties is required.

The starting salary for new state (Executive Branch) employees is expected to be at the base of the pay range. Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  • Graduation from an accredited four-year college or university with a bachelor's degree in any field.

  • A total of four years of education (as described in number one) and/or full-time experience in accounting, secretarial, or office support work collecting, compiling, reporting, examining and/or editing numerical data; coding and qualifying people for benefits, licenses, or other transactions; preparing and keeping budgetary accounts and projections; organizing and implementing office support operations; advising on procedural processes; or other work that provided direct support and exposure to substantive agency programs, where one year of full-time experience is equal to 30 semester hours of education.

  • Current, continuous experience in the state executive branch that includes experience equal to 12 months of full-time work as a Secretary 2, Clerk Specialist, Public Service Supervisor, Accounting Technician (any level), Purchasing Assistant, or Human Resources Technical Assistant
