Job Description

The State of Iowa's Department of Administrative Services (DAS) is seeking a dedicatedFiscal and Policy Analystto join our team. In this critical role, you'll become a trusted Subject Matter Expert (SME) in payroll systems, supporting state departments and contributing to innovative financial solutions that drive efficiency and compliance across Iowa's state government.
As a key member of the Centralized Payroll Team, you will be tasked with the following:
PAYROLL PROCESS EXPERT:
Become proficient in using the Workday payroll systems and related systems which interfaces with it.
Assist all State of Iowa departments human resource associates responding to daily correspondences relating to various payroll questions or issues and work to resolve, taking into consideration the departments' business needs and recommending adoption of best practices.
Coordinate with Centralized Payroll Program Administrator on overall audit of approvals. Confirm accuracy of pay and hours calculations, timeliness and completeness of corrective payroll actions, and compliance with DAS policies, Administrative rules, and Iowa Code.
Assist the Centralized Payroll Program Manager in the analysis of changes needed to the Payroll systems as a result of new legislation or new collective bargaining language regarding pay or benefits. When changes to any of the systems must be completed, meet and collaborate to test and implement the changes.
Review and approved changes to employee’s record
Assist departments with costing of payroll and handling of rejected accounting documents
Thorough understanding of how pay affects overtime, taxes and retirement
Process Appeal Board claims for back pay from prior fiscal years
Provide support in processing biweekly payroll for 20,000+ employees as well as year-end documents including W-2, W-2c, 1099’s and 1095’s
Ideal Candidate Profile:
Financial Expertise: Experience with payroll, budgets and financial data management from multiple sources.
Collaborative Skills: Proven experience working on projects with team members, demonstrating strong collaboration skills.
Analytical Ability: Strong analytical skills with a keen eye for detail and experience in reconciliation.
Attention to Detail: Extremely detail-oriented with a high level of accuracy in all financial tasks.
Interpersonal Skills: Ability to communicate and manage effectively at all organizational levels.
Problem-Solving Aptitude: Strong analytical skills and the ability to exercise sound judgment and make informed decisions.
Integrity and Dependability:High level of integrity, dependability, and a strong sense of urgency and results-orientation.
In-Person Requirement: This position requires in-person attendance through a six-month probationary training period, with the potential for a hybrid work arrangement thereafter.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Six years of full-time professional-level work experience in budget analysis, economic analysis, financial management, accounting, or management analysis work.
2) All of the following (a and b):
a. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience in budget analysis, economic analysis, financial management, accounting, or management analysis work; and
b. A total of two years of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in public or business administration, economics, finance, or accounting equals one year of full-time experience.
