Description

Under general direction manages, plans, directs coordinates and administers strategic projects and programs at the Detroit Police Department. Provides analytical and strategy support to senior executives and officers in charge of units within the Office of Workplace and Community Resiliency. Works collaboratively across units, departments and agencies to advance priorities of the Detroit Police Department. Reports to the Chief’s Neighborhood Liaison in the Office of Workplace and Community Resiliency of the Detroit Police Department. Additionally, works to develop and grow relationships with new partners to advance the goals and strategic priorities of the Detroit Police Department.

The program manager will oversee the tracking of metrics supporting the process evaluation. These metrics will be descriptively assessed by the research team and will capture the dosage and types of engagements with Children in Trauma Intervention Camp (CITI Camp) participants, which will be tracked at the individual stakeholder level. Project Manager must ensure that all scopes of work adhere to the aspects of contracts and grants identified through the Detroit Police Department.

SPECIAL NOTE: This position is grant-funded through 9/30/2026, with possibility of extension. This is an at-will appointment, and the candidate selected serves at the pleasure of the Chief of Police.

Examples of Duties

Major Job Functions:

• Administrative Functions (required reports)

• Conduct audits and inspections to ensure that program is functional, maintained, and operating properly within the aspects of the stipulated grant.

• Generate and review daily, weekly, monthly reports. Responsible for reporting grant metrics.

• Organizing and scheduling with internal and external stakeholders.

• Proactive Engagement

• Cooperating quickly to identify and address concerns of other quality of life issues.

Other Typical Work:

• The CITI Camp Project Manager will meet regularly with the schools’ parent organizations to talk about the program and ascertain the impact CITI Camp is having on the school environment.

• Project Manager will engage with the parents of participating youth regarding their children and family needs and connect them to resources in the community

• Works collaboratively with contacts from units across the Detroit Police Department, other City of Detroit Departments, Mayor’s Office, law enforcement agencies, and partners from community organizations. Project Manager will identify community service activities that the youth will participate in.

Minimum Qualifications

Completion of a High School Diploma or Equivalency.

Supplemental Information

Knowledge, Skills, and Abilities:

• Knowledge of databases and experience with Microsoft, Excel, and large datasets

• Knowledge of databases, entry into databases, and tracking and presenting data;

• Strong organizational skills.

• Preparing and maintaining accurate and concise records and files.

• Performing a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines.

• Preferable knowledge of basic functions of law enforcement agencies, governmental agencies, and non-governmental organizations.

• Skill in communicating verbally and in writing;

• Ability to conduct & apply research to improve a large agency;

• Ability to work in a self-directed, entrepreneurial manner;

• Ability to work in fast paced environment; and

• Ability to build relationships within and across organizations and units.

Note: This position is grant-funded through 9/30/2025, with possibility of extension. This is an at-will appointment, and the candidate selected serves at the pleasure of the Chief of Police.

Candidates will be required to undergo a full criminal background check prior to execution of contractual agreement or hiring.

The City of Detroit is pleased to continue to provide a medical plan option to our Administrative Special Services Employees for the 2020 plan year. This plan is provided by Blue Care Network of Michigan and utilizes their PCP Focus Network. This plan provides you with the opportunity to receive an enhanced level of benefits and pay less out of your paycheck for your medical plan. There are two important requirements that you should consider and understand if you should decide to enroll in this plan. You will have to choose a primary care physician that serves within the PCP Focus network. This primary care physician coordinates your care. The network includes over 22,000 Primary Care Physicians. There are also Wellness Requirements that you (the subscriber) must meet in order to remain in the enhanced level of benefit.

Administrative Special Services Staff (Exempt) are eligible for the following benefits:

  • CURRENT SICK LEAVE – Granted (3) months of continuous service. (1) day per month, not to exceed (12) days per year.

  • VACATION – Granted (1) day per pay period, not to exceed 20 days per fiscal year

  • PAID HOLIDAYS – Granted if paid for 600 straight time hours in the (12) months prior to the holiday

  • MILEAGE REIMBURSEMENT - Granted on same basis as regular employees.

  • WORKERS COMPENSATION – Covered by applicable laws.

  • UNEMPLOYMENT COMPENSATION - Covered by applicable laws.

  • HOSPITALIZATION – You are eligible to purchase healthcare benefits for yourself and your dependents under a group rate. You will be responsible for the full premium, no employer contribution will be applied. Please review the Health Care Plan Options Booklet for more detailed information.

  • This position is not eligible for the City Pension Plan, dental, vision, optical, death, life, disability, funeral, reserve sick or jury duty.

Administrative Special Services Staff (Non-Exempt) are eligible for the following benefits:

  • CURRENT SICK LEAVE – Granted (3) months of continuous service. (1) Day per month, not to exceed (12) days per year.

  • VACATION – Granted on the following basis:
