FSA Collections Paralegal II Supporting the US Attorn in Detroit, Michigan

In this role, you will be supporting the overall mission of the United States Attorney's Office (USAO) and the Financial Litigation Unit (FLU). The FLU litigates debt collection issues and enforces collection of criminal and civil debts owed to the United States or to victims of federal crime. Civil recoveries are generally from delinquent student loans and small business loans, environmental penalties, bankruptcy judgments, and civil fraud prosecutions and penalties. Criminal recoveries are for special assessments, restitution which is returned to crime victims, fines and penalties. Paralegal II duties and responsibilities include:

Analysis of legal decisions, compiling substantive debtor information and making determinations on the status of debts to include enforced collection, property liquidation, development of alternative payment schedules, and various post-judgment remedies. Performs work characteristic of legal technicians, e.g. case processing, documenting case status, recording case status in various automated databases, and retrieval of recurring and ad hoc reports. The work involves a variety of analytical duties that characteristically include interviewing debtors, reviewing reports, analyzing the information collected, conducting legal research concerning precedents and past court decisions, checking citations, and developing and justifying recommendations. Analyze the factual situation, identify the legal procedural issues, and be aware of policies and priorities, then recommend the appropriate course of action. Performs other related duties as assigned. A Paralegal II must meet the following qualifications: Associates Degree and a Paralegal Certification, at minimum is required. An equivalent level of legal training may be substituted with the approval of the Contracting Officer. Two years of litigation paralegal experience (preferred), and trial experience would be beneficial. Working knowledge of federal and state court system, legal research procedures, and legal research resources; thorough knowledge of legal research tools such as LEXIS and Westlaw, is required. work and interact professionally and effectively with all levels of USAO staff, court personnel, client agencies, debtors, debtor attorneys, business executives, witnesses and the general public; ability to meet established deadlines and work as a team player in a professional office; obtain information and supply factual information on cases; advise on progress achieved; obtain information from debtors and to influence debtors to pay the money owed; report facts clearly, accurately, logically, and exhibit excellent oral and writing skills; contacts are to be handled with tact and diplomacy, as individuals contacted by candidate, in developing supportive case data, may be hostile or try to avoid involvement; ability to consistently deliver highest quality work under extreme pressure will be very important. Candidate must have the ability to use MS Excel, MS Outlook, MS Access or other databases, MS Word and Adobe Acrobat Professional. Must be able to perform legal research in Lexis/Nexis and/or WestLaw; and able to utilize a variety of automated legal research tools as well as public information data bases and other automated resources to research case or program specific legal matters.
