Description

The City of Detroit is currently seeking a Detroit Bank On & Asset Protection Coordinator -Administrative Special Services Staff II-Exempt (ARPA) for the Housing and Revitalization Department (HRD) department, Home Repair and Neighborhood Services Division.

Bank On

Cities across the country have joined the national Bank On movement through local coalitions to connect residents to safe, affordable bank accounts and products. The Cities for Financial Empowerment Fund (CFE Fund) announced that there are now more than 100 bank and credit union accounts nationally certified as meeting the Bank On National Account Standards. Banks and credit unions offering certified accounts comprise over 60% of the U.S. deposit market share, and 53% of all US bank branches offer a certified account; more than 17.4 million Bank On certified accounts have been opened to date.

Asset Protection Program (Free Wills and Estate Program)

In 2022, Councilmember Scott Benson created the Wealth Generation Task Force with the goal of building a strong middle class in Detroit. Through the committee meetings, it became clear there was a need to ensure Detroit residents have clear title/deed to their homes. Individuals who live in generational homes that lack clear title face issues including access to home insurance, home repair programs, or lines of credit. The City wants to help residents preserve equity in their homes and ensure proper transfer of title, which in turn will bolster neighborhoods and the City generally.

The Detroit Bank On and Asset Protection Coordinator-Administrative Special Services 2-Exempt ARPA (hereafter “Coordinator”) is an intermediate level position within the City of Detroit Housing and Revitalization Department’s Home Repair & Neighborhood Services division. It will function under the supervision of the Senior Program Coordinator-Financial Empowerment and support Bank On Detroit and the Free Wills and Estate Planning Program. With a mission to connect Detroit residents to services that promote housing stability and financial security, the Coordinator will be responsible for executing and realizing program goals, improving day-to-day processes, coordinating with internal and external stakeholders, and aligning efforts with oversight programs, such as the CFE Fund, where appropriate. The Coordinator will also support financial empowerment programs including, but not limited to, tax time initiatives and specialized programs for Detroit residents who are disabled.

Examples of Duties

  • COALITION MANAGEMENT: Cultivate new and existing relationships with local, regional, and national partners including city programs and departments, banks and credit unions, legal aid societies, professional associations, and community organizations. Activities may include but are not limited to conducting cold calls, handling meeting logistics and collecting and analyzing data.

  • PARTNERSHIP INTEGRATION: Identify and cultivate opportunities to: 1) incorporate banking access into existing program infrastructure for Bank On and 2) increase awareness, outreach and participation in the Free Will and Estate Planning Program. Work with program partners to implement successful integrations, both new and existing. Lead meetings with staff within city departments, financial institutions, and community-based organizations to develop and advance banking access and the Asset Protection Program.

  • MARKETING/MEDIA: Create an appropriate marketing and outreach strategy to reach unbanked local residents with guidance from managing staff. Incorporate public service messages to encourage opening of safe and affordable accounts. Act as public face of program attending outreach and community engagement events. Develop Detroit Bank On website, with support from Cities for Financial Empowerment fund.

  • TRAINING: Work with relevant partners to ensure awareness about and accessibility to certified banking products. Lead forums and manage external relationships to communicate the value and mission of program.

Minimum Qualifications

Education and Experience:

Associates Degree and/or 3+ years of work experience.

Equivalent combinations of education and experience that provide the required knowledge, skills, and abilities will be evaluated on an individual basis.

Preferred Qualifications/Requirements:

  • Knowledge of banking access issues and local financial empowerment initiatives.

  • Experience coordinating meetings with stakeholders, including community groups such as neighborhood associations and block clubs.

  • Experience managing relationships with external partners and stakeholders including governmental agencies and non-profit or grassroots organizations.

  • Excellent written and oral communication skills, problem-solving abilities, and attention- to-detail.

  • Ability to work independently, and as part of a team, manage multiple ongoing priorities and organize time efficiently and effectively while meeting required deadlines.

  • Ability to remain collaborative, adaptable, and results-driven in the face of obstacles, program modifications and adversity.

  • Ability to motivate and manage teams and individuals around a shared purpose and measurable objective.

  • Multilingual.

Medical Plan Offering for Administrative Special Services Employees

The City of Detroit is pleased to continue to provide a medical plan option to our Administrative Special Services Employees for the 2020 plan year. This plan is provided by Blue Care Network of Michigan and utilizes their PCP Focus Network. This plan provides you with the opportunity to receive an enhanced level of benefits and pay less out of your paycheck for your medical plan. There are two important requirements that you should consider and understand if you should decide to enroll in this plan. You will have to choose a primary care physician that serves within the PCP Focus network. This primary care physician coordinates your care. The network includes over 22,000 Primary Care Physicians. There are also Wellness Requirements that you (the subscriber) must meet in order to remain in the enhanced level of benefit.

Administrative Special Services Staff (Exempt) are eligible for the following benefits:

  • CURRENT SICK LEAVE – Granted (3) months of continuous service. (1) day per month, not to exceed (12) days per year.

  • VACATION – Granted (1) day per pay period, not to exceed 20 days per fiscal year

  • PAID HOLIDAYS – Granted if paid for 600 straight time hours in the (12) months prior to the holiday

  • MILEAGE REIMBURSEMENT - Granted on same basis as regular employees.

  • WORKERS COMPENSATION – Covered by applicable laws.

  • UNEMPLOYMENT COMPENSATION - Covered by applicable laws.

  • HOSPITALIZATION – You are eligible to purchase healthcare benefits for yourself and your dependents under a group rate. You will be responsible for the full premium, no employer contribution will be applied. Please review the Health Care Plan Options Booklet for more detailed information.

  • This position is not eligible for the City Pension Plan, dental, vision, optical, death, life, disability, funeral, reserve sick or jury duty.

Administrative Special Services Staff (Non-Exempt) are eligible for the following benefits:

  • CURRENT SICK LEAVE – Granted (3) months of continuous service. (1) Day per month, not to exceed (12) days per year.

  • VACATION – Granted on the following basis:
