Description

Join us in a dynamic role involving administrative and technical supervision, where you'll support the leadership of the Department of Public Works in directing, planning, managing, coordinating, and administering special projects and operations at DPW. Your independent judgment will be crucial in managing field operations and special projects that helps the Departments meets its strategic goals. Your work will be guided and assessed through goal-setting and subsequent progress evaluations.

Examples of Duties

  1. Plans, manages, and coordinates a functional group or essential service area composed of critical administrative, technical, professional, operational, and service provision activities central to the success of the departmental mission.

  2. Establishes goals, measurements, and performance standards for the delivery of efficient, economical, and quality service.

  3. Approves functional change initiatives to accomplish organizational goals.

  4. Individually, and through designated staff, systemically evaluates the efficiency of existing processes, methods, procedures, and policies to identify critical areas for improvement.

  5. Designs, implements, and evaluates plans to resolve complex organizational and operational problems, involving staff redeployment, coordination with other functions or service operations, crises in delivery of critical services, and allocation of resources to meet internal and external demands.

  6. Develops a skilled workforce through staff planning, succession and progression planning, recruitment and selection, coaching and counseling, delegation of authority, and collaboration with function managers on employee career paths, training, and development.

  7. Develops and implements process improvement strategies and initiatives.

  8. Assists in the design and development of the department strategic plan.

  9. Confers with division or section managers on policy interpretation and implementation.

  10. Serves on the department Human Resources Management Committee.

  11. Directs the preparation of an annual budget and has approval authority for budget expenditures.

  12. Implements methods to develop the organization, improve employee performance, and function group efficiency such as team building, bench marking, skills-based training, job enrichment, and structural reorganization.

  13. Represents the department in negotiations, legal proceedings, and official contacts with representatives of local, state, and federal government or similar situations.

  14. Demonstrates and communicates support of department mission, vision and core values.

Minimum Qualifications

Bachelor's degree in a related field of study. Master's degree preferred.

Nine years of work related experience that includes six years of professional administrative experience directly related to the specified position, including line supervisory or team leader responsibility and authority.

RETIREMENT BENEFITS

City Employees Retirement System

As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:

• Completion of thirty (30) years of service;

  • At age sixty (60) if you have at least ten (10) years of service, or

  • At age sixty-five (65) with eight (8) years of service.

• In the event of disability, other eligibility rules apply);

  • An early, actuarially reduced, retirement is offered after you have attained at least twenty-five (25) years of service;

• Employees are vested after ten (10) years of service, regardless of age.
