POSITION SUMMARY

The City of Detroit Planning and Development Department is leading planning in neighborhoods across the city to build a city secure in its future, grounded in its roots and hopeful in its present state. The Department is guided by its mission: a healthy and beautiful Detroit, built on inclusionary growth, economic opportunity, and an atmosphere of trust. The PDD is also committed to advancing design excellence in all projects, which will produce equality, sustainability, resilience, and healthy living for those who live, work, and play within the City of Detroit. We are looking for enthusiastic and self-motivated individuals that have a passion for creative problem solving, observation, and design communication to fill the position of Planner III (Urban Designer) with it’s Design and Development Innovation Team.

The primary focus of this position is to assist and collaborate with the Assistant Director of Design Review to provide design direction on small and large development projects, provide design guidance for PDD-led neighborhood plans, and to assist with recommendations on zoning and enforcement. The goal of the Design Review Team is to ensure new investment in Detroit provides the highest possible architectural and urban design standards.

The Planner III (Urban Designer) is a mid-level urban design or architecture professional who requires limited direction and supervision. They lead collaboration with partner city departments, county and state agencies, developers, design professionals, and community stakeholders. They coordinate administrative responsibilities of executing design-oriented direction, such as: administering permit reviews, providing design direction across city departments, and providing comments at public hearings.

The Planner III (Urban Designer) organizes and initiates community engagement and planning activities by facilitating in-person outreach meetings, walking tours, town hall meetings, and focus groups. They also lead the design and production of presentation materials, graphics, and digital content for public presentations and social media campaigns. They produce analytical, diagrammatic, and illustrative graphics such as site plans and digital 3D models for City of Detroit real estate development initiatives, urban design diagramming, and conceptual renderings for planning activities.

The Planner III (Urban Designer) is a strong project manager, strategic thinkers, and solution-oriented problem-solver. S/He are compelling public speakers and writers who can communicate effectively across cultural and class barriers during presentations, community meetings, and project reviews. Planner IIIs possess technical aptitude in urban design or spatial analytics with a passion for design excellence.

  • SKILLS AND QUALIFICATIONS:

Candidates should possess the:

  • Ability to read, comprehend, and adjust architectural, landscape architectural, and engineering documentation and product specifications;

  • Ability to read, comprehend, and interpret the current zoning ordinance for the City of Detroit and be offer recommendations on how to maintain compliance with the ordinance and relevant building codes to development teams seeking Design Review approval;

  • Ability to comprehend and interpret current value engineering practices across the development disciplines;

  • Ability to offer and support creative, sustainability-focused planning and design decisions that are in line with City development goals, while pushing the envelope beyond traditional approaches to design;

  • Ability to collaborate with design teams to deliver informed project solutions based on expertise and a deep understanding of overarching City development goals;

  • Ability to participate in and facilitate group meetings with partner city departments, state and local agencies, developers, design professionals, and community stakeholders;

  • Ability to present complex technical and design related information to city staff, board and commission members, partner departments and agencies, City Council members, and community stakeholders;

  • Assist in fostering a design-oriented atmosphere and culture within the Planning and Development Department;

  • Assist in the creation of positive design outcomes for projects being developed within the City of Detroit by providing concise and forward-thinking feedback during critiques and collaborations;

  • Ability to analyze diverse data sets to discover opportunities to improve the development process and deliver on city-wide development goals;

  • Ability to produce analytical, diagrammatic, and illustrative graphics;

  • Ability to conduct field and site investigations or visual site surveys;

  • Ability to compile, map, and analyze socioeconomic, demographic, real estate, land use, and other related market data;

  • Must possess strong leadership skills and be comfortable overseeing and managing junior urban designers, planners, landscape architects, and architects.

Examples of Duties

MAJOR DUTIES AND RESPONSIBILITIES

A Planner III (Urban Design) serves as a non-supervisory member of the Planning and Development Department, responsible for community planning in coordination with citywide planning and goals and identifying community needs, resources and problems. Planners assist citizens in making decisions on goals, policies, priorities, plans, programs and methods of implementation designed to create a physical, economic and social environment in which the human activities desired by members of the community may flourish.

A Planner III (Urban Designer) performs a full range of design and planning functions including but not limited to:

  • Assist and collaborate with the Assistant Director for Design Review to ensure that all developments within the City of Detroit represent the highest standards of quality and design excellence;

  • Assist in the analysis, communication, tracking, management, and implementation for all urban design and architecture activities, across the City of Detroit;

  • Assist in the development of neighborhood and city-wide design guidelines that will communicate expectations regarding the design of Detroit’s built environment;

  • Provides technical support and expertise to contractors, planning officials, neighborhood groups, and other stakeholders regarding general and strategic planning and urban design matters; reviews and advises on proposals; recognizes problems and identifies possible solutions; answers inquiries related to urban issues.

  • Identifies opportunities or develops plans for sustainability projects or programs to improve energy efficiency, minimize pollution or waste or conserve natural resources. Utilizes LEED and other best practices for sustainability plans and programs.

Minimum Qualifications

MINIMUM QUALIFICATIONS

Education

Master's degree from an accredited college or university, with major course of study in architecture, urban design, landscape architecture, urban planning, or related field of study, preferred.

Experience

Three (3) years of experience in architecture and urban design is required. Experience in Landscape Architecture preferred.

Experience Equivalency

Equivalent combinations of education and experience that provide the required knowledge, skills, and abilities will be evaluated on an individual basis.

License / Certificates

A license or certification in the field of architecture, landscape architecture, urban planning, or related field is preferred, but not required.

Software Skills

Fluency in Microsoft Office and Adobe Creative Suite Required. Fluency in drafting software such as AutoCAD, and digital 3D modeling software such as Revit, Rhino, or Sketchup is preferred. Knowledge of ArcGIS is a plus.

RETIREMENT BENEFITS

City Employees Retirement System

As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:

• Completion of thirty (30) years of service;

  • At age sixty (60) if you have at least ten (10) years of service, or

  • At age sixty-five (65) with eight (8) years of service.
