Amentum Deputy Infrastructure Program Manager (DIPM) in Dhaka, Bangladesh

Position

PAE/Amentum is seeking a full-time Deputy Infrastructure Project Manager (DIPM). This position is based in PAE/Amentum's Dhaka office, with frequent travel to job sites in Faridpur to obtain or verify measurements and other relevant information. The Deputy Infrastructure Project Manager's responsibilities include collaborating with Field Supervisory Engineers (FSE) and other construction teams to clarify drawings, specifications, construction methodologies, and more for the Activity's various construction projects. Additionally, the DIPM will prepare different types of reports and complete all tasks as directed by PAE/Amentum's Infrastructure Project Manager (IPM).

Duration

It should be noted that the position is expected to begin immediately and will continue until the end of the project period (May 2026). This appointment will initially be for one year, with the possibility of annual renewal up to project periods or the period determined by Amentum’s management.

Tasks and Duties

The Deputy Infrastructure Project Manager (DIPM) is responsible for ensuring the effective management of construction activities under the Activity. The primary duties and responsibilities of this position include:

  • In collaboration with the Infrastructure Project Manager (IPM), develop appropriate construction procedures and construction-related work plans.

  • Support in the coordination of project activities, ensuring alignment with project objectives and stakeholder requirements.

  • Monitor construction project progress, identify potential risks and issues, and implement corrective actions as necessary.

  • Collaborate with cross-functional teams, including Field Supervisory Engineers, subcontractors, and vendors, to facilitate project milestones.

  • Prepare and maintain project documentation, including reports, meeting minutes, and correspondence.

  • Conduct regular site visits to assess construction progress, quality standards, and adherence to safety protocols.

  • Contribute to the continuous improvement of project management processes and best practices.

  • Support the IPM with design oversight. Oversee all design constructability reviews and approval of all construction documents before they go out to bid.

  • Recruit, train, oversee, and mentor construction Field Supervisory Engineers (FSE) in construction management processes and procedures. Ensure they have the tools to verify that contractors are delivering contract requirements for quality and timeliness.

  • Ensure construction management staff complete and maintain appropriate project records and reports.

  • Provide training and mentorship to subcontractors in the area of construction management and construction superintendent practices. Oversee training for bidding, construction management, and construction practices as required.

  • Maintain a culture of fairness and partnering with subcontractors. Demand strict adherence to contract documents but support them with project issues and contract deviations as they occur.

  • Oversee and support subcontractors and construction management staff in submitting RFIs and in developing appropriate change order requests.

  • Work closely with district LGED staff and their field-testing laboratories who will provide material quality assurance support.

  • Support the IPM in disciplining subcontractors who are not meeting contract requirements up to and including termination for cause.

Educational Qualifications:

  • BS in Civil Engineering or comparable discipline

Experiences and Skills

  • 8 years of progressively responsible and relevant experience on construction projects in developing countries, preferably in rural areas.

  • Demonstrated knowledge of infrastructure norms in Bangladesh

  • Strong understanding of construction methodologies, different codes, and regulations. Demonstrated experience with construction procurement. Estimating and bidding experience is preferred.

  • Good ICT competence, command of Microsoft Office packages, using email and internet professional and social media, and searching skills.

  • Familiarity with health, safety, and environmental regulations in construction.

  • Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse teams.

  • Ability to prioritize tasks, manage multiple projects simultaneously, and work well under pressure.

  • Strong leadership, interpersonal, communication, technical, and analytical skills.

Language

Excellent knowledge of Bengali and English language with fluency in speaking, reading, and writing.
