Summary The position reports to the Director, CFM Sustainability Program Office, within the Office of Facilities Planning (OFP); Office of Construction & Facilities Management (CFM); Office of Acquisition, Logistics, and Construction (OALC); Office of the Secretary; Department of Veterans Affairs (VA) in Washington, D. C. Washington DC Pay Scale:GS-14: $139,395 - $181,216 Responsibilities The position reports to the Director, CFM Sustainability Program Office, within the Office of Facilities Planning (OFP); Office of Construction & Facilities Management (CFM); Office of Acquisition, Logistics, and Construction (OALC); Office of the Secretary; Department of Veterans Affairs (VA) in Washington, D. C. CFM is responsible for executing VA's super-major construction, major construction, and leasing programs. CFM provides: 1) full project construction and contract management services for the Veterans Health Administration (VHA), National Cemetery Administration (NCA), Veterans Benefits Administration (VBA), and staff offices for super-major and major construction projects, as well as leases from capital asset application approval through client occupancy and resolution of any contractor claims, 2) technical support to field stations on a variety of requirements, and 3) VA-wide design and construction criteria to support the full range of VA design and construction efforts. The CFM Sustainability Program Office (SPO) is responsible for the integration of sustainable design and construction requirements into the planning, design, and construction of VA facilities. SPO develops and maintains CFM-level policy, develops and maintains VA-wide design and construction criteria related to sustainability and climate resilience, provides sustainability support to project teams, and provides sustainability program oversight on behalf of the CFM leadership team. This position will be responsible for the development and maintenance of design and construction standards and criteria related to Sustainability. Requirements Conditions of Employment Qualifications To qualify applicants must meet all requirements by the closing date of this announcement, 06/28/2024. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Integration of sustainable design and construction requirements into the planning, design and construction of VA facilities; interpret. develop and maintain policies for VA-wide construction projects; oversee the development of design and construction related to sustainable sites and facilities; coordinate with Facilities Standard Service in various design and construction criteria to ensure all documents support current requirements; Resolve problems, or conditions; provide expert advice to senior officials for broad program operations; provide regular updates on projects to the Director. You will be rated on the following Competencies for this position: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience and volunteer experience. There is no education requirement for this position. However, you must meet the Basic Education Requirement for this position. Basic Requirements - Professional Engineer Do you possess: Degree: Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration - Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test- Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico. Applicants who have passed the EIT examination and have completed all the requirements for either (a) a bachelor's degree in engineering technology (BET) from an accredited college of university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from a program accredited by the Accreditation Board for Engineering and Technology (ABET) may be rated eligible for certain engineering positions at GS-5. Eligibility is limited to positions that are within or closely related to the specialty field of the engineering technology program. Applicants for positions that involve highly technical research, development, or similar functions requiring an advanced level of competence in basic science must meet the basic requirements in paragraph A. 3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A. 4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience. OR Basic Requirements - Architecture. Do you possess: A. Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. OR B. Combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following: 1. Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A. The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. Courses required for a degree in architecture generally place emphasis upon planning, esthetics, and materials and methods of construction, 2. Experience: An applicant lacking a degree in architecture must have had l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture. Transcripts Required.
