Amentum Senior Sub-Contracts Administrator in Doha, Qatar

The Senior Subcontracts Administrator provides subcontract administration support, including pre-and post-award subcontract administration within an internal subcontracts team and maintains responsibility for soliciting and administering subcontracts, modifications and task and delivery orders. Assist with formulation of price strategy and price-to-win in conjunction with prime contract and project leads, review prime solicitation packages and draft subcontract solicitation packages to support the prime proposal. Conduct price analysis evaluation of subcontractor proposals and write subcontract price analysis narratives. Ensures compliance with Performance Work Statement (PWS) and Amentum ISO 9001 Quality Management System (QMS).

Principal Accountabilities

  • Reviews/assists with the development of Scopes of Work (SOWs) to ensure sufficiency and completeness.

  • Conducts Strategic Sourcing functions to identify qualified suppliers.

  • Develops Requests for Proposal (RFPs) that accurately reflect the services/products being procured by the Program.

  • Conducts negotiations with suppliers to include, but not limited to price, terms/conditions and schedule.

  • Prepares final contractual instruments for management approval and award, including incorporation of all necessary flow down clauses from the prime contract.

  • Reviews status, progress and potential areas of difficulty and coordinates corrective actions to be taken in order to assure conformance with contractual obligations.

  • Accomplishes subcontract administration duties including but not limited to writing of modifications, maintaining files, verifying timely vendor execution, verifying receipt of services/supplies, verifying payment and accomplishing closeout procedures.

  • Manages subcontracts for adherence to schedule and cost in accordance with Subcontract/Procurement procedures and applicable regulations such as FAR/DFAR.

  • Identifies problems and proposes real-time solutions on a proactive basis to Procurement Manager. Retains total ownership of the problem(s) through complete resolution. Assists in the mitigation of cost, schedule and technical impacts to the program.

  • Provides sound business judgment, guidance and assistance to the Procurement organization on procurement-related issues and problems.

  • Develops and reviews various contractual documents for final approval.

  • Participates in program reviews, meetings and training.

  • Adheres to CPSR compliance requirements and maintains audit-ready subcontractor files.

  • Ensures subcontract compliance and ethical business practices consistent with government regulations and company policies.

  • Establishes and maintains excellent customer relations, both internally and externally.

  • Obtains pricing information and conducts market surveys for proposal development and management initiatives.

  • Performs other duties as assigned.

  • Works in normal office environment.

Minimum Requirements

  • Must be proficient in the use of personal computers and Windows Operating System and Microsoft Office to include as a minimum Power Point, Excel and Word programs.

  • Knowledge of negotiating various contract types, including Firm Fixed-Price (FFP), Firm Fixed-Price Level-of-Effort (FFP LOE), Cost-Plus-Fixed-Fee (CPFF), Term and Level of Effort (LOE), Time and Material (T&M) and Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract types required.

  • Excellent decision-making skills.

  • High School diploma or equivalent required.

  • 5+ years of experience in contract administration, negotiations and proposal generation with the U.S. Government and/or a combination of commercial, state or local government and international suppliers required.

  • Experience creating file documentation in compliance with CPSR requirements required.

  • Light to moderate lifting as required carried out in an office environment.

  • Must be able to travel domestically and internationally.

Preferred Qualifications

  • Bachelor Degree in Business Studies preferred.
