COUNTY OF BUCKS Administrative Officer II in Doylestown, Pennsylvania

POSITION SUMMARY:

Supervised by Fiscal Operations Officer III.  Requires thorough knowledge of computer usage with experience in Microsoft Excel, Word and Access and accounting software.  In addition, requires knowledge of managed care procedures and supervisory experience.

 

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  • Responsible for analyzing financial transactions, preparing documentation, financial statements and reports to control and account for state, federal and county funds; and analyzing and projecting financial data for Bucks County Children and Youth Social Services Agency.
  • Supervises fiscal staff through monthly groups and individual conferences.
  • Prepares and submits the quarterly reports for Act 148, Title IV-E Placement Maintenance and Adoption Assistance, Title IV-E Independent Living, and Medicaid.
  • Completes income worksheet, revenue check sheets, total placement days and Title IV-E eligible days per quarter and Title IV-E Placement Maintenance and Adoption Assistance reimbursable days and cost per quarter.
  • Completes supervisory reviews for eligible and non-eligible Title IV-E cases.
  • Submits TANF invoices for both Children and Youth and Juvenile Probation.  Also submits Juvenile Probation's Title IV-E Placement Maintenance and Adoption Assistance invoices.
  • Assists in preparation of State Needs Based Budget.
  • Assists in preparation of Bucks County Budget.
  • Analyzes providers, accounts and related agency data.
  • Attends meetings and trainings at various locations.
  • Performs other related special projects as directed by Fiscal Operations Officer III and Administration.
  • Supervises Clerk I, Clerk II, Clerk Typist II and Clerk Typist III.

     

QUALIFICATIONS REQUIRED:

  • Bachelor's Degree and three (3) years' experience in progressively responsible and varied office management or staff work including experience in personnel management, budgeting and procurement; or any equivalent combination of experience and training.
  • Requires an understanding of information systems, including their capabilities and limitations.
  • Considerable knowledge of principles and practices of public administration.
  • Considerable knowledge of modern office management methods.
  • Knowledge of the principles and practices of governmental accounting statistics and public personnel administration.
  • Ability to plan, organize and direct work of others.
  • Ability to gather, assemble, correlate and analyze facts and devise solutions to administrative problems.
  • Ability to comprehend program goals, objectives and operations and to relate these to administrative analysis.
  • Ability to develop, install and evaluate administrative policies and procedures
  • Ability to exercise judgment and discretion in applying and interpreting departmental policies and procedures.
  • Ability to establish and maintain effective working relationships with other administrative officials and the public.
  • Ability to express ideas clearly and concisely, orally and in writing.
