Dubai Holding DPG_Project Delivery Support Services.Senior Manager - Projects Control in Dubai, United Arab Emirates

J ob Purpose:

The job holder will oversee all aspects of project controls and ensure projects are completed efficiently, adhere to business plans, and meet established timelines, budgets, and quality standards.

Key responsibilities:

  • Develop and maintain a standard Work Breakdown Structure (WBS), which will provide a foundation for defining the Work Packages and coding of the schedule activities to effectively plan and manage project tasks.

  • Lead the planning & controls task for large number of projects and master developments; produce executive management reporting & presentations related to projects progress

  • Establish, monitor, and control the integrated master schedule and budgets for a large number of contractors and consultants, ensuring timely project delivery.

  • Develop Integrated Master Schedules and maintain periodical updates for all Projects in co-ordination with Company Business Units & related verticals, addressing all key & interfaces milestones and ensuring a clear and unified view of project timelines across the organization empowering them to effectively manage their project resources and finances.

  • Liaise with commercial team and consultants to set-out cost based annual performance targets & monitor its achievements along with expenditure reports.

  • Provide guidance to Project Control teams, ensuring they possess the necessary skills and resources to effectively manage project controls functions.

  • Analyzing Projects performance, risks, issues and making data driven decisions to optimize the projects outcomes, provide guidance and mentoring to other project team members

  • Facilitate project risk management processes, including risk identification, assessment, mitigation, and monitoring.

  • Manage project change control processes & delay notices, ensuring all changes / notices are documented, reviewed, and communicated effectively to stakeholders.

  • Evaluate allocation of resources in collaboration with Consultants, Contractors and DHRE Project team and analyze gaps between the planned and actual progress for projects to highlight areas of concern and provide recommendations with required actions, optimizing project resource allocation and ensuring timely project completion.

  • Provide the required updated schedule information to be submitted to the concerned Authorities as and when required (e.g., DEWA, RERA, etc.), ensuring timely and accurate project reporting to external stakeholders.

  • Facilitate effective communication and collaboration between Project Controls teams, Project Managers, and other departments involved in project execution.

  • Provide recommendations to Business Units and Development Managers on corrective actions when their Project performance or results deviate from the agreed Baseline master program, ensuring course correction and improved project outcomes.

  • Ensure accurate review of consultant/contractor program, daily / weekly and monthly reports for management approval (including his observation, comments, recommendation for mitigation if any), maintaining quality control and risk mitigation in project execution.

  • Prepare and engage in all in-house reporting mechanisms and ensure developing such reports in target time with flawless quality, effectively communicating project progress and status internally.

  • Review and analyze all contractors’ submitted extension of time claims and provide recommendation reports & presentation to management in coordination with the commercial and project teams.

  • Review the notices of variations along with its time impact on Contract and business plan objectives.

  • Liaise with internal & external stakeholders such as Internal Audit, Marketing, Sales, IT, Finance, RERA, external auditors, etc.

  • Review and recommend contractors requests for issuance of Taking Over Certificates

  • Establish operational and strategic reports & dashboards for both portfolio and projects levels to manage the complete life cycle from design development to customer handing over and completion of DLP along with continuous monitoring & control.

  • Setup, maintain and continuously improve the progress reporting systems in line with the industry best practices to allow the management to take informed decisions.

Education:

  • Bachelor’s / Master’s degree in Civil Engineering/ Construction

  • PMP (Project Management Professional) certification – preferred

Experience:

  • Minimum of 6-8 years’ experience in project controls, with a proven track record of success in managing complex projects.

  • Experience of implementing complex planning strategies and projects, dealing with statutory and non-statutory planning processes.

Job Specific skills:

  • Strong understanding of project management methodologies and best practices (e.g., PMI framework).

  • Well versed in project budgeting, scheduling, cost control, risk management, and reporting principles.

  • Understanding of market research and data analysis

  • Proficiency in using Ms. Project Scheduler, Primavera P6 , Visio, Excel and Power-point.

  • Knowledge of business operations and procedures
