Within CO+I, the strategic Supply Chain team is responsible for establishing a supply chain that can meet the ever-growing growth of the Microsoft Cloud and our customers. We support a portfolio of complex, multi-disciplinary, multi-billion, multi-year datacenter construction and operations of those assets. We are looking to fill a critical role of Sr. LLE Procurement Manager – EMEA.

Job Overview:

As Sr. LLE Procurement Manager – EMEA you will be responsible for leading the sourcing and category management for construction LLE equipment in support of our build program across the EMEA region. You will have extensive knowledge of developing sourcing strategies for several key Long Lead Equipment categories, such as Generators, AHUs, Medium/Low Voltage Switchgear, EPMS / BAS etc. You will be expected to establish appropriate sourcing strategies alongside relevant internal stakeholders to drive long-term goals of Continuity of Supply, Cost, Quality, Safety, Diversity & Inclusion and Sustainability. You will also oversee supplier performance and compliance including the development of Key Performance Indicators (KPIs) and Service Level Agreements (SLAs) in collaboration with key stakeholders and conduct quarterly business reviews with our supply chain.

Responsibilities

Continuous Improvement:

Always seek ways to streamline, automate, and simplify processes; includes deployment of tools, using data analytics and working with IT groups to define system requirements.

Strategic Execution:

Creates, aligns and maintains execution strategies to continuously re-evaluate and improve Microsoft procurement of goods and services.

Compliance :

Drives business impact by applying subject matter expertise in procurement processes and policies, and market intelligence to develop, and influence channel strategies cross-functionally and/or cross-regionally that reduce costs, mitigate risks, and enable scalable execution with consistency, accuracy, quality, and timeliness of delivery. Leads decision making at scope that evolves processes and solutions to increase efficiency and manage costs, directs others to adopt best practices in procurement operations, models compliance across the organization, and drives consistency in processes and services to meet and exceed business expectations.

Partners with stakeholders and suppliers to identify business threats and determine which sustainable elements, alternative solutions, and/or policy changes would optimally mitigate risks moving forward. Drives policy change as needed, as well as the systematic resolution and remediation of surfaced issues with suppliers and/or partners.

Negotiates and provides strategic oversight for improving existing, or establishing new, Service Level Agreements (SLAs) and/or defined milestones and deliverables, holds accountability and ownership of SLAs, and ensures compliance is cascaded down to the business. Strategizes on and communicates SLA terms cross-functionally and/or cross-regionally to internal and external stakeholders. Serves as subject matter expert on the SLA and coaches team members to do the same, manages any escalations related to policy non-compliance, and manages the execution of contingency plans internally and externally as needed.

Commercial Management & Negotiation Strategy:

Provides high-level negotiation and sets standards across organizations. Addresses escalations related to pricing and category management issues, and proactively evaluates and drives changes in processes across the organization as needed to ensure teams and/or partners adopt processes that improve the pricing and procurement of equipment and services across Microsoft. Manages price and procurement requests and complex pricing issues across purchasing categories to ensure procedural compliance.

Provides guidance and clarification on contract execution and control processes for consistency, accuracy, and timeliness across one or more purchasing categories. Shares best practices on established methodologies, monitors outcomes, serves as a point of escalation on contract delivery issues, and delivers internal and external executive-level briefings detailing current and projected sourcing contract execution models, anticipated risks, and contingency plans. Monitors the impact of change orders to the underlying business case and partners cross-functionally to adjust impact models. 

Stakeholder Collaboration :

Oversees or leads pricing and negotiation strategies for several complex purchasing categories, develops a business group for optimal cross-functional stakeholder support and business assurance, and fosters cross-functional partnerships to negotiate strategic decisions and produce deliverables. Drives consensus in the goals and success criteria with stakeholders both internal and external to Microsoft, is recognized as a key negotiator and collaborator, and coaches senior sourcing staff on negotiation and collaboration best practices.

Defines and executes on strategies for business and industry engagements between sourcing teams and cross-functional leadership including product design, quality, and business teams, to determine technical and business requirements for highly complex business areas and purchasing categories, and track and adapt delivery plans cross-functionally. Leads industry and ecosystem engagements, proactively defines communication strategies with leadership teams, articulates business cases to support recommendations, and influences leaders to buy in on sourcing decisions and optimizations that can be deployed at scale.

Directs supplier activity and progress across multiple accounts and complex purchasing categories. Ensures alignment in supplier management practices and Microsoft's business goals, and develops supplier engagement protocols and processes to improve both internal and external business performance.

Partners:  Internal: Engineering, construction, cost management, finance, safety, legal, risk management and other groups as needed. External: Contractors, consultants, suppliers, and industry groups.

The role is responsible for partnering with the broader Global Supply Chain teams including Planning & Analytics, Procurement, Supplier Quality and overall Special Projects team to ensure on time delivery to meet the on-time delivery for a large, complex capital project. This role will partner with workgroups to drive strategy development and compliance through supplier selection, supplier selection and award, and contract management.

Qualifications

Bachelor's Degree in Engineering, Supply Chain, Business, Finance or related field AND

Significant experience in construction supply chain and/or construction procurement specifically with large complex capital projects.
