The Raytheon Operations & Supply Chain (OSC) organization within the Radio Frequency Solutions (RFS) Sub-Strategic Business Unit (SSBU) is looking for a Program Operations Manager (POM) in support of the RFS Fire Control Radar Products portfolio. Successful candidate will drive the overall operations management in all phases of program life cycle from capture and proposals through development, production execution, and close-out. Duties also include but are not limited to the overall management and coordination of recurring and non-recurring manufacturing resources to support program requirements, lead Operations through IPDS Gate processes and development. The position requires an individual who will be able to exert influence on overall objectives and long-range goals of the product lines and their Program Management offices. This position involves supporting manufacturing areas in Forest CMC in Forest, MS, Advanced Products Center in McKinney, TX and/or El Segundo, CA. This position involves interfacing with the program office, which is primarily located in El Segundo, CA. The ideal candidate will possess the demonstrated skills and experience necessary to perform in technical, program and manufacturing leadership roles. This position will be available onsite in El Segundo, CA.

This position is an on-site role.

What You Will Do

  • Overall ownership of the operations process (i.e., Operations support for development contracts, Risk/Opportunity Management, MRP Health, hardware tracking/statusing, factory support, contract close-out)

  • Accountable for operations cost, schedule, and quality

  • Managing the coordination and execution of program schedules with Program Management, Supply Chain, Subcontracts, Engineering, and other functional areas to support on-time delivery (OTD)

  • Develop and execute Manufacturing Plans that align our business/customer needs with our RTN factories’ capabilities. This includes identifying and estimating any Capital funds required.

  • Develop and implement cost reduction initiatives for both recurring efforts and new business opportunities

  • Manage, develop, and lead operations proposal activities including task descriptions and basis of estimates that align with program strategies.

  • Interface with customers to understand needs and issues and ensure that the customers receive satisfactory standards of service.

  • Coordinate & develop operations requirements for all gate reviews & execute proposed strategies from early gate reviews for effective implementation in future production.

  • Implement and drive process improvements that result in a healthy value chain for development and production programs.

Qualifications You Must Have

  • Typically requires a Bachelor’s degree and a minimum of eight (8) years prior operations and/or manufacturing experience, or an Advance Degree in a related field and a minimum of five (5) years’ experience.

  • Experience in proposals and / or budget management.

  • U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract

Qualifications We Prefer

  • Experience in Aerospace & Defense Manufacturing policies and procedures and/or experience with RF Components, RF Subassemblies, and RF Subsystems

  • Excellent conceptual problem-solving skills with demonstrated ability to bring structure to vaguely defined problems, pragmatically scope problem solving approach, and manage execution

  • Earned Value Certification with Control/Cost Account Manager (CAM) experience. Attain Level 6 Program Management Certification within one year of start date

  • Experience working with Enterprise Resource Planning (ERP) / Material Resource Planning (MRP) systems, including but not limited to SAP, Kinaxis, PRISM/CMES

  • CORE/Six Sigma and continuous improvement experience

  • Strong business acumen with budget and schedule responsibility

  • Experience with transition of programs from design to manufacturing

  • Experience developing and executing competitive bids and proposals through collaboration with multiple manufacturing and functional teams

The salary range for this role is 105,000 USD - 221,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
