Raytheon is seeking an experienced Program Quality Senior Manager to implement and guide a Quality Assurance System and specific customer quality flow-down requirements throughout proposal and program lifecycles.

This is an onsite position located in El Segundo, CA.

The selected professional will tailor existing quality planning to administer customer and internal quality requirements to Raytheon program teams and supply base. The selected person will act as the voice of the customer to autonomously assure mission results. The Program Quality Sr. Manager will support the Advanced Early Warning Systems/ Operational Systems Sustainment (AEWS/OSS) programs under the Surveillance & Tactical Radar Solutions (STaRS) portfolio and ensure that the Quality & Mission Assurance technical requirements are developed using approved processes and procedures. The Program Quality Sr. Manager must be able to work within a cross-function, matrixed organization in which there is close interaction and collaboration with Supplier Assurance, Product Assurance, Systems Assurance, Engineering, Supply Chain, Contracts, and Program Management disciplines. In addition, the Program Quality Sr. Manager will also manage a small team of Program Quality Engineers across the AEWS/OSS programs.

What You Will Do

  • Implement Quality & Mission Assurance responsibilities as a member of a program stakeholder team.

  • Ensure programmatic and technical risks are identified, contained, and managed throughout each phase of business pursuit and program implementation.

  • Ensure Quality & Mission Assurance engagement in engineering development, design and test requirements verification, including the transition of design to production.

  • Lead multi-functional teams in problem resolution and continuous improvement activities with an emphasis on Customer Oriented Results & Excellence (CORE), Lean practices and other critical thinking improvement methods and resources.

  • Guide business and program performance utilizing predictive and proactive measures and metrics.

  • Maintain positive relationships with program management, cross-functional program stakeholders, suppliers, customers and government representatives.

    Qualification You Must Have

  • Typically requires a degree in Science, Technology, Engineering, or Mathematics (STEM) and a minimum of 10 years of prior relevant experience.

  • Minimum of 10 years in Quality, Mission Assurance, or Engineering.

  • Working experience with Quality Management Systems ISO 9001 or AS9100 experience.

  • Working experience with Industry and Government Mission Assurance Requirements and Standards.

  • Working experience developing Risk & Opportunity Management, assessment, mitigation and capture.

  • Working experience in predictive and proactive measures, metrics assessments, and guiding actions to improve performance or mitigate problems.

  • Working experience in systems engineering, reliability and system safety requirements.

  • Working experience in Earned Value Management (EVM).

  • Working experience in Proposals and Basis of Estimate (BOE) development.

  • Active and transferable U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

    Qualifications We Prefer

  • Working knowledge of Raytheon Corrective Action System (RCAS) or a demonstrated close­ loop corrective action system.

  • CORE Champion or Six Sigma Certification.

  • Experience with Earned Value Management and Cost Account Management including Earned Value Management System (EVMS) Level II Certification.

  • Prior experience with AS9145 or similar program Advanced Product Quality Planning (APQP) and Production Part Approval Process (PPAP) requirements American Society for Quality (ASQ) Certified Quality Engineer or Lead Past or present regular member or chair of Material and Failure nonconformance review boards (MRB/FRB) Experience with Raytheon Integrated Product Development System (IPDS)/gating or program phasing (nonrecurring/recurring activities).

  • Mission Assurance Lead 3 Certification.

  • Ability to collaborate with program team members to develop practical solutions to complex problems.

  • Thorough written/verbal presentation skills Proficiency in Microsoft Office Word, Excel, and PowerPoint.

  • Program Management/Project Management experience.

The salary range for this role is 130,000 USD - 272,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
