Provider Resources, Inc Software Engineer - August 2024 in Erie, Pennsylvania

Position Description:  Software Engineer

 

Under the supervision of the Director of Information Technology, the Software Engineer is responsible for creating web-based and stand-alone software applications to support Provider Resources, Inc. (PRI) business objectives and contractual obligations.  Primary responsibilities will be using Microsoft developer technologies in creating new applications and modifying existing applications.  The Software Engineer will work with other developer-related applications such as Microsoft SQL Server, Microsoft SQL Server Reporting Services, and Microsoft Internet Information Services (IIS).  Primary qualities for this position are problem solving skills, ability to independently find solutions to complex issues, attention to producing quality software, and willingness to work off-hours when necessary.  The Software Engineer must be willing to work with sensitive data and follow all the rules and guidelines applicable.

 

Responsibilities:

 

  • Understand and represent PRITM 's mission, vision, and values to all internal and external customers 
  • Engage clients in appropriate communication that manages client expectations and builds a collaborative relationship with the client 
  • Interact with government and private sector clients, partners, and PRITM staff in a professional and accountable manner, and as a representative of PRI management

  • Write software requirements documentation using Microsoft Word and other applications as appropriate
  • Create detailed software design documentation using Microsoft Visio, Microsoft Word, and other applications as appropriate
  • Create SQL scripts, stored procedures, and user functions in T-SQL for Microsoft SQL Server
  • Create and deploy reports for Microsoft Reporting Services
  • Create and modify web API and front-end applications and deploying these applications to new and existing sites
  • Prioritize and work multiple tasks across multiple projects or work efforts
  • Follow change control process outlined in PRITM IT Manual to ensure integrity of the production environment and delivery of quality products
  • Perform other duties as assigned
  • Ability to isolate, replicate, and verify defect fixes
  • Ability to communicate clearly (written and verbal) to include all forms of documentation as well as updating management regarding deliverable timeline changes
  • Ensure requirements are understood and meet with the appropriate personnel as needed to completely develop-to and meet requirements
  • Communicate with management regarding problems -- especially those that impact deliverable timelines
  • Identify any potential quality issues per defined process and escalate potential quality issues
  • Coordinate with other developers, the test team staff, and program management team staff as necessary to ensure a quality product is produced in a timely fashion
  • Perform a variety of responsibilities for the Help Desk Support and the Network Administrator duties as needed
  • Perform other duties as assigned

     

Requirements:

 

  • Minimum of a Bachelor's degree in Computer Science, Engineering, or related field of study
  • At least two years' experience developing solutions using Microsoft .NET and C# technologies
  • Basic understanding of N-Tier development with an emphasis on web development and services
  • Ability to write SQL scripts, stored procedures, and user functions in T-SQL for Microsoft SQL Server
  • Ability to create reports using Microsoft Visual Studio or Microsoft Report Builder and deploy reports to Microsoft SQL Server Reporting Services
  • Basic understanding of secure coding practices in relation to web development
  • Familiarity with and ability to work with Microsoft Internet Information Services (IIS)
  • Ability to understand and create test plans from specifications or verbal communications
  • Quality oriented

  • Excellent verbal and written communication skills
  • Ability to be discrete and maintain high levels of confidentiality
  • Ability to interface with all levels of management and staff personnel
  • Ability to work independently
  • Must have no conflict of interest (COI) as defined in 1154(b)(1) of the Social Security Act (SSA)
  • Ability to obtain and maintain U.S. Government Security Clearance

     

Pluses:

 

  • Experience in Restful Web Services, Web API, and WCF
  • Familiarization with SQL DDL, DQL, DML, and DCL commands
  • Experience with front-end programming languages/frameworks, such as React
  • Experience with VBA scripting
