General Statement of Duties

Do you want to play a part in making a great Pacific Northwest City the most livable, prosperous, and thriving place it can possibly be? The City of Eugene’s Planning and Development Department is looking for a positive, productive and collaborative individual to help us turn our community vision into reality. The Planning Specialist position plays a key role in promoting and implementing the community’s vision to accommodate future growth while preserving and enhancing what we love about our city. The successful candidate will enjoy providing excellent customer service to the community, thrives in a team environment, and demonstrates adaptability to a dynamic and fast paced work environment.

Planning Specialists perform complex paraprofessional duties requiring specialized knowledge related to community and metropolitan planning, land use, and zoning; provide information and assistance to developers and the public on land use and planning related code requirements, program practices and procedures, including fees and building application information; and conduct related land use and zoning inspections. May provide lead direction to employees in lower level classifications, temporary staff, or interns.

Salary Range: $29.29 - $36.51 hourly / $60,923.20 - $75,940.80 annually

The City of Eugene determines starting pay within the range based on relevant education and experience as provided by the applicant in their application materials. This process is consistent with the Oregon Equal Pay Act (OEPA) (https://www.oregon.gov/boli/workers/pages/equal-pay.aspx) .

Examples of Duties Performed - Duties may include but are not limited to the following

  • Provides technical assistance and accurate information verbally or in written form to internal or external customers for land use and planning code requirements, practices and procedures. Answers questions about how code requirements apply to specific projects and the permit applications process permit fees and charges. Directs some questions to the appropriate staff.

  • Identifies challenges of development proposals and provides recommendations or referrals, which requires knowledge of related regulations, policies, and procedures.

  • Performs regular field inspections for compliance with land use and zoning conditions established through land use and building permit approvals, such as required for motor vehicle or bicycle parking, resource protection fencing, or landscaping, including issues impacting trees and other natural resources.

  • Reviews residential and commercial construction documents, building permit applications, land use and zoning documents for compliance with sign standards and to determine if land use review is required. Issues sign permits.

  • Provides fee information, calculates fees, and performs payment transactions, which includes handling cash.

  • Establishes project review deadlines, monitors reviews and status, coordinates reviews by other departments, identifies conditions of approval, and approves permits as authorized by management.

  • Researches information pertinent to the program areas; includes responding to complaints, problems or sensitive situations.

  • Assists in the development of program area practices and procedures, informational materials, and monitors ordinances and codes for changes or updates.

  • Models respectful working relationships and creates a workplace that supports all employees; supports City leadership in successfully responding to the changing needs of a diverse organization and the commitment to equity and human rights.

  • Performs other duties of a similar nature or level as required by management to meet the needs of the department.

MINIMUM QUALIFICATIONS:

Experience and Training:

Three years of administrative and customer support experience related to building permit, land use, or planning, with a minimum of one year of paraprofessional support requiring related technical knowledge. Post-secondary course work in geography, land use planning, geographic information systems, architecture, or related field.

Required Certifications / Licenses:

Valid Oregon driver’s license, or ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).

MUST PASS A BACKGROUND CHECK

Ideal candidates will have the following knowledge, skills and abilities:

Knowledge of:

  • City land use, development, and/or building permit procedures, policies and regulations as pertaining to residential and commercial development.

  • Applicable State, Federal and Local codes.

  • Basic modern principles and practices of urban planning, economics and development. Automated information systems and databases.

Ability to:

  • Review construction documents to assess completeness of application.

  • Read and interpret information on varied technical documents, maps and records, including general plans, zoning and land divisions.

  • Reviews documents for compliance with applicable land use codes and program requirements. Apply State, Federal and City laws, codes and regulations.

  • Research, compile and gather technical information.

  • Establish and maintain manual and computerized records. Develop office methods and procedures.

  • Provide training to employees.

Bilingual Pay Benefit: Per the AFSCME contract (https://www.eugene-or.gov/Archive.aspx?AMID=71) , the City shall pay an employee an additional five percent (5%) for a required intermediate or advanced level competency. To qualify for bilingual pay, the employee must have demonstrated fluency in the required language and successfully pass a fluency examination administered by the City's Employee Resource Center division .

If a job posting indicates this position is temporary (not limited duration) then the employee serves at will. Temporary employees do not receive benefits through the City of Eugene unless required by City, State or Federal code/statute.

Representation

Employees in this classification are represented by American Federation of State, County, and Municipal Employees (AFSCME), and their salaries may be subject to a monthly payroll deduction after 31 days of employment.

The normal starting salary is the first step shown on the posting. Other placement in the salary range may be considered depending on qualifications and experience.
