Job Title: Senior FMS Special Access Program (SAP) Acquisition Program Manager

Job Description:

The F-16 Program Management Office located at Wright-Patterson Air Force Base, Ohio requires a senior-level FMS Acquisition Manager to provide program management support on various Special Access Programs. Candidate shall be required to provide acquisition knowledge and expertise to various FMS F-16 production and modernization during all DoD acquisition stages to include planning, execution, delivery, sustainment and program closure IAW DoD policies and guidelines. assisting

-Shall provide FMS program management advice and advisory support services regarding implementation and execution of assigned Letters of Agreement (LOAs) IAW the Arms Export Control Act (AECA), Security Assistance Management Manual (SAMM) as Defense Security Cooperation Agency (DSCA) Manual 5105.38-M and complete assign projects with no or minimal assistance.

-Shall support the FMS senior leadership, Security Assistance Program Managers, IPT team leads and team members by accomplishing the full spectrum of program management actions required to award and deliver capability to FMS customers, including pre-award documentation and assistance during the evaluation of proposals submitted in response to a Government Request for Proposal (RFP).

-Shall be required provide a wide range of support including, collecting and analyzing data; developing and recommending solutions to complex issues and risks; preparing and delivering briefings; drafting correspondence and responses to taskers - frequently under tight timelines; and assisting the government with preparation and coordination of other technical and programmatic documents, as needed, required to keep senior leaders informed on the status of your work assignments.

-Shall assist government during studies and analysis efforts, including collecting and analyzing data; identifying recommended courses of actions that document cost, schedule, and performance tradeoffs; and assist government during evaluation of solutions through implementation and monitoring during implementation.

-Shall assist the government during technical and programmatic interchanges as an advisor, including issue, risk and solution/mitigation planning and implementation. Contractor shall be assigned work supporting an electronic warfare program for new Block 70/72 programs.

-Shall assist the Government during reviews of various programmatic and technical documents, export licenses, or other documentation submitted by contractors for government review; assist with release and coordination of government responses.

-Shall review manpower and cost estimates for the purposes of ensuring staffing is adequate for delivery of the program pursuant to the terms of the LOA, and/or draft amendments or modifications.

Senior: Possesses the advanced knowledge, experience and recognized ability to be considered an expert in their technical/professional field, possess the ability to perform tasks and oversee the efforts of junior and journeyman personnel within the technical/professional discipline. Will demonstrate advanced knowledge of their technical/professional discipline as well as possess a comprehensive understanding and ability to apply associated standards, procedures and practices in their area of expertise.

Successful candidate must have a bachelor's degree in a relevant field along with demonstrated track record in identifying and working with complex programmatic, funding, contracting and technical issues and risks associated with the production and modernization of F-16 aircraft. Highly recommended the candidate have 10 years of project/program management experience; advanced skills using MS Office Suite; and a minimum of three years
