  • Work with a dynamic team supporting federal agencies, states, local communities, tribes, and territories as they undertake projects to become more resilient in the face of disasters, natural hazards, and a changing world.

  • Demonstrated expertise in historic preservation policy and cultural resources management; completing federal project in compliance with federal historic preservation laws and regulations such as the National Environmental Policy Act, the National Historic Preservation Act, and the Section 106 regulations (36 CFR 800).

  • Demonstrated knowledge and experience in the process of eligibility for, and the listing to, the National Register of Historic Places.

  • Develop National Historic Preservation Act Section 106 consultation and compliance documents that would include analysis of physical and visual impact under Section 106 and assessment of National Register of Historic Places eligibility.

  • Assess potential impacts of projects on historic resources and historic sites, manage and coordinate necessary field work, provide quality control for field survey documents produced by a subcontractor.

  • Possess the leadership skills necessary to lead teams; manage and oversee subcontractor team members.

  • Manage multiple projects with diverse timelines and deliverables; have the organizational skills to track and run multiple projects simultaneously; be the Point of Contact for projects; interact with federal clients, state governments and local consulting parties

  • Perform analyses to ensure all reasonable alternatives have been evaluated in accordance with criteria and document in written reports.

  • Review proposed projects to ensure that any proposed project actions comply with NHPA regulations.

  • Contribute to the production of environmental assessments and environmental impact statements.

  • Provide technical expertise to assist with evaluation of potential effects on historic districts, individually eligible resources, whether a resource is eligible or not eligible for listing on the NRHP and provide the clarification for the determination.

  • Mentor junior staff to help them expand their technical skills and capabilities.

  • Collaborate on the preparation of proposals and provide expertise on technical approaches.

Minimum Qualifications:

  • Bachelor's degree.

  • 7 years of related experience.

  • Domestic and/or international travel may be required.

  • The frequency of travel is contingent on specific duties, responsibilities, and the essential functions of the position, which may vary depending on workload and project demands.

  • Equivalent additional directly related experience will be considered in lieu of a degree.

Preferred Qualifications:

  • Must meet the Professional Qualification Standards of the Secretary of Interior Standards under the National Park Service

  • Must meet the Secretary of the Interior’s (SOI) Professional Qualifications Standards [36 CFR Part 61] for Archaeology, Architectural History, or related discipline.

  • Demonstrated technical writing skills (reports), ability to analyze technical information and synthesize results into a report, effective written and oral communication skills.

  • Leadership skills that translates into managing teams to produce an outcome within a stated deadline; professional interaction with clients and the ability to lead meetings

  • Demonstrate the ability to critically evaluate compliance with the NHPA Section 106 regulations

Preferred Qualifications:

  • Demonstrated experience identifying and evaluating historic properties (buildings, structures, sites, districts, and objects) as well as conducting and managing all aspects of cultural resources projects for Section 106 review.

  • Demonstrated knowledge of the process for listing to the National Register of Historic Places, experience in evaluating a resource’s eligibility for listing and pervious experience applying the Criteria for Evaluation.

  • Expertise in NHPA Section 106 consultation preferred

  • The ideal candidate should have a Master’s degree in Archaeology, and a minimum of a Bachelor’s degree in in Historic Preservation, History, Architectural History or a related subject or field, and exceed the Secretary of Interior (SOI) Qualification Standards [36 CFR Part 61]

  • Experience working with federal and state regulations and codes. Experience analyzing compliance with the National Environmental Policy Act (NEPA), the National Historic Preservation Act (NHPA), and other applicable laws, implementing regulations, and Executive Orders, as well as preparing necessary documents to demonstrate compliance.

  • Demonstrated experience reviewing proposed project scopes of work, project plans, and/or technical drawings for historic preservation compliance. This includes reviewing and providing technical comments, identifying historic resources listed in or eligible for listing in the National Register of Historic Places and assessing adverse effects to historic properties.

  • Demonstrated experience identifying and evaluating archaeological sites and/or architectural resources, completing technical reports, and compliance documents for state and/or federal projects including, but not limited to:

  • Historic American Building Survey (HABS) documentation

  • National Register Nominations

  • Memorandum of Agreements (MOAs)

  • Programmatic Agreements

  • Phase I, II, and III archaeological and architectural investigations and reports (as applicable)

  • Experience working with federal agency historic preservation staff and demonstrated experience working with various State and Tribal Historic Preservation Offices.

  • Experience writing Environmental Assessments and Environmental Impact Statements or knowledge of these documents.

  • 7 to 10 years of related experience.

Skills and Abilities:

Strong knowledge of corporate governance practices, organization design principles, accounting principles, finance, supply chain management, and organization management. Excellent written and oral communication skills. Ability to understand highly complex technical, professional and business materials.
