Job Announcement

This position supervises a team of GIS Analysts that utilize spatially enabled applications, geodatabase management systems, and business intelligence applications to design, develop, and maintain geospatial solutions for department operations, support, and strategic planning. Collaborates with authoritative data sources to improve data quality and data integrity throughout all downstream data pipelines. Reports data discrepancies to authoritative data sources so that data issues can be diagnosed and resolved. Ensures department authoritative GIS data are updated to reflect evolving county development and operational requirements. Plans, evaluates, and implements geoprocessing workflows (using Python and/or Model Builder) to automate and streamline geospatial analysis and data engineering tasks. Meets with customers to identify business needs and prescribe geospatial solutions using department’s available GIS technology. Develops and curates content using department’s GIS technology, enabling department users to access apps, web maps, and dashboards displaying relevant geospatial insights. Organizes, prepares, and maintains documentation related to published GIS content, including geoprocessing workflows and geospatial analysis products. Participates in department data governance initiatives, serving as the subject matter expert for geospatial data management. Coordinates with Fairfax County GIS and Information Technology teams to ensure that Fire and Rescue Department needs are conveyed, and that department GIS data are in accordance with county standards or policies. Participates in evaluation of new technologies that may enhance department capabilities to produce greater value from geospatial insights or valuable business intelligence.

  • Serves as project manager for multiple complex projects;

  • Supervises, assigns, and evaluate work for GIS Spatial Analyst and Technicians;

  • Researches, develops and implements GIS standards for databases, applications, and training programs;

  • Establishes and implements technical standards for GIS systems;

  • Works with County agencies to identify spatial solutions to complex business problems;

  • Provides work counseling, guidance, and training as needed;

  • Formulates detailed project plans and time lines;

  • Coordinates efforts between GIS and other County staff and contracted technical personnel;

  • Provides senior supervision of GIS spatial application development initiatives;

  • Leads the design and development of complex GIS applications;

  • Collaborates on, participates in and where appropriate leads cross agency teams on GIS related issues.

  • Provides GIS liaison and coordination with neighboring jurisdictions and state agencies including leadership where appropriate.

  • Assists staff and other County personnel with database development and maintenance of other data repositories that must interface with GIS;

  • Attends meetings and conferences related to GIS;

  • Performs any of the illustrative duties in support of the Emergency Operations Center (EOC);

  • Coordinates the implementation of spatial systems with users and operations personnel;

  • Responsible to resolve highly complex database integrity, access and utilization issues, testing, new systems and methodologies, to recommend changes to systems, standards and specifications, and to resolve multi-dimensional client and technical issues;

  • Diagnoses spatial system deficiencies, researching causal factors and providing expert advice on technical issues to senior management of own and client organizations;

Required Knowledge Skills and Abilities

  • Considerable knowledge of GIS potential application within large public and private

  • organizations;

  • Considerable knowledge of writing scripts such as SQL, Python, and various object oriented programming languages;

  • Considerable knowledge of quality control and quality assurance functions primarily focusing on cadastral, planimetric, topographic, and natural data layers;

  • Considerable knowledge of effective supervisory methods and practices;

  • Ability to manage medium to large complex technical projects;

  • Ability to plan, organize, and coordinate the work of subordinate staff and staff in other agencies;

  • Ability to develop and implement new and innovative methods, techniques, and procedures;

  • Ability to document and communicate system modifications and enhancements;

  • Ability to assist users in solving GIS systems and analytical problems;

  • Ability to translate technical terminology into terms understandable to management and employees;

  • Proven ability to communicate complex technical concepts to a wide range of audiences. Ability to establish and maintain effective business relationships;

Employment Standards

MINIMUM QUALIFICATIONS:

Bachelor's degree in computer science, geography or related field;

plus, three years of experience in working with and developing systems utilizing GIS platforms such as ESRI’s ArcGIS Desktop or Server software suite; or performing GIS modeling (e.g., relationship classes, topologies, 3-D, object, data) and spatial analysis (e.g., proximity analysis, image analysis, routing analysis). One of the three years of experience must have been in the capacity of a team or project lead in developing or implementing complex information systems.

PREFERRED QUALIFICATIONS:

  • Familiarity with Esri ArcGIS Enterprise, Esri ArcGIS Server, Esri ArcGIS Portal, Esri ArcGIS Pro, Esri ArcGIS GeoEvent Server, Esri ArcGIS Spatiotemporal Big Data Store, Esri ArcGIS Online.

  • Experience with relational databases, such as Microsoft SQL Server, PostgreSQL, or Oracle.

  • Experience with Microsoft Power BI, Microsoft Power Automate, or similar tools.

  • Familiarity with Survey123 for ArcGIS, ArcGIS QuickCapture, ArcGIS Experience Builder, ArcGIS Insights, ArcGIS Pro Model Builder, Spatial Analyst Extension, Network Analyst Extension.

  • Experience managing objects for relational databases and enterprise geodatabases.

  • Considerable knowledge of writing scripts such as SQL, Python.

  • Considerable knowledge of common data interfaces, such as REST APIs.

  • Excellent verbal and written communication skills.

  • Ability to report on project status effectively to non-technical audiences, including department leadership and field personnel.

PHYSICAL REQUIREMENTS:

Ability to input, access, and retrieve information from a computer. Ability to lift up to 25 lbs. Visual acuity to review detailed drawings, plans and documents. All duties may be performed with or without reasonable accommodations.
