Job Announcement
Manages the outreach department of the Access Services branch, coordinating targeted library services for individuals of all ages with temporary or permanent disabilities and information and referral services to government center customers. Coordinates branch outreach services. Manages and supervises reader advisory services. Coordinates production of materials in alternate format and responds to Americans with Disabilities Act Accommodation requests. Responds to the needs of library customers and resolves more complex customer issues. Oversees day-to-day operations of branch or department, acting as Person-in-Charge (PIC) as assigned. Performs other duties as may be assigned to further the goals and objectives of Fairfax County Public Library. Works u nder supervision of the Access Services Assistant Branch Manager.
Note: The assigned functional areas for this position include general administrative assistance, office management, library services, human services, and/or customer service.

Salary: The salary offer will not exceed the midpoint (or 64,823.20) of the advertised compensation range. Compensation rules apply per Fairfax County personnel regulations for current Fairfax County Government and Fairfax County Public Schools employees.
Schedule: Occasional overtime may be required.

Scheduling & Coordinating for others
Independently makes and cancels meetings depending on the subject and attendees;
Determines what confidential information can be disseminated and to whom;
Communication
Independently composes original correspondence (e.g., preparation of replies to non-technical requests) for the executive/work unit head's review and signature;
Coordinates data collection and provides information to others including executive/work unit head;
Explains policies of the functional area (e.g., purchasing, travel, and leave).
General Administrative
Develops filing systems (paper and/or electronic);
Develops internal mailing processes and procedures;
Prepares non-routine responses to correspondence;
May supervise general administrative functions.
Receptionist/Public Contact
Oversees or resolves non-routine/difficult situations based on knowledge and interpretation of established policies & procedures;
Interprets county rules & regulations to employees, management, and the public using discretion as to proper application.
Word Processing/Typing
Serves as unit expert or lead over other clerical/administrative positions.
Information Systems/Software
Generates unique reports;
Diagnoses and resolves simple software/hardware problems;
Reports
Prepares routine reports and statistics based on information compiled from various sources;
Determines report format and elements.

MINIMUM QUALIFICATIONS:

Any combination of education, experience and training equivalent to high school graduation and three years of experience providing administrative support in the assigned functional area(s).
CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, child protective services check, and driving record check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
Three or more years of customer service experience working in a library setting with one or more years of supervisory experience providing training, coaching, completing performance evaluations, planning and scheduling workloads for staff.
Superior oral and written communication skills.
Knowledge of the National Library for the Blind and Print Disabled (NLS/LBPH) services, resources and programs.
Demonstrated experience working with an automated circulation system for Library for the Blind and Physically Handicapped (LBPH) libraries.
General understanding of cataloging for accessing special subject requests.
Knowledge of reader advisory and popular library titles and authors.
Experience providing front-line customer service to senior citizens and individuals with disabilities face-to-face, by telephone, and in writing.
Experience working with LBPH applications and integrated library circulation systems.
Experience participating on a team project or task force to support, develop or maintain partnerships with other agencies or organizations.
Experience using assistive technologies such as talking book machines and associated accessories, large-type screen, voice synthesizer, optical character reader, and braille printer.
PHYSICAL REQUIREMENTS:
Ability to input, access, and retrieve information from a computer. Ability to perform repetitive hand, arm, wrist and shoulder movements. Ability to stoop, bend and reach. Ability to push and pull 4-wheeled book bins filled at 90% capacity, requiring 20 lbs of initial (starting) force, and a sustained force of 10 lbs after initial acceleration. Ability to push and pull 4-wheeled book carts filled at 70% capacity, requiring 14 lbs of initial (starting) force, and a sustained force of 7 lbs after initial acceleration. Ability to shelve materials at all height levels. Physical requirements are applicable to all duties. Ability to communicate effectively in person, in writing and via phone. Ability to drive a van/car from the County pool. Ability to travel to various locations throughout Fairfax County and the cities of Fairfax and Falls Church. Ability to walk up and down stairs with occasional need to stand for extended periods of 2-3 hours. All duties performed with or without reasonable accommodations.
