Job Description

Aston Carter's Client is seeking an experienced Senior Subcontracts Administrator who is a motivated self-starter and can work independently and as part of a team in a dynamic environment. The Senior Subcontracts Administrator is responsible for managing the activities across the procurement life cycle, including negotiation of Non-disclosure Agreements (NDA) and Teaming Agreements (TA), preparation of solicitation packages to potential subcontractors, evaluation of proposals, price analyses, negotiation of terms and conditions, subcontract administration, issue resolution, small business subcontracting plans, subcontract closeout, and subcontracting-related government reporting in the electronic Subcontracting Reporting System (eSRS) and the Federal Funding Accountability and Transparency Act (FFATA) Subaward Reporting System (FSRS).

The Senior Subcontracts Administrator will work closely with Project Delivery teams, Shared Services Center, Accounting, Finance, Prime Contracts, and Project Control as well as subcontracting partners in support of primarily Federal contracts and occasional commercial contracts.

Job Responsibilities

• Ensure compliance with Contractor Purchasing System Review (CPSR) requirements.

• Provide full life-cycle subcontract management of various contract types, complexities, and sizes that will consist of monitoring subcontract and vendor performance, funding, and invoices/budgets to mitigate cost overruns.

• Develop and negotiate NDAs and TAs.

• Analyze, prepare, and submit Request for Quote (RFQ) and Request for Proposal (RFP) solicitation packages according to company requirements and in accordance with the Federal Acquisition Regulation (FAR).

• Evaluate subcontractor proposals, conduct price/rate analyses, and develop and maintain compliant procurement files that adhere to company policies and procedures and purchasing system standards.

• Ensure compliance with subcontract and procurement policies, procedures, and standard operating practices.

• Negotiate subcontract terms and conditions, including additions, deletions, or modifications to subcontracts.

• Prepare and manage subcontract agreements, including Indefinite Delivery, Indefinite Quantity Contracts (IDIQ), Task Orders (TO), and standalone subcontracts of various types, mainly Time and Material (T&M)/ Labor Hours (LH) and Fixed Price (FP), and prepare and track subcontract modifications and perform subcontract closeout activities.

• Enter and regularly update subcontracting data in TechnoMile Contracts Lifecycle Management System (CLM) and run Deltek Costpoint reports.

• Prepare and maintain subcontract modification trackers.

• Support Program Managers (PM) by providing guidance on contractual requirements and mitigating company risk.

• Work closely with internal customers (including project delivery teams, Shared Services Center, Project Control and Finance, and Accounting) and subcontract partners on evolving subcontracting needs and requirements and proactively seek solutions to emerging issues.

• Review and analyze relevant subcontracting data and perform the reporting in eSRS and FSRS.

• Actively participate in process and procedure enhancement initiatives of the Contracts, Subcontracts, and Project Control team and contribute to strategic initiatives across the company.
