Since 1977, the Fairfax County Department of Transportation (FCDOT) has served the Fairfax County community by enhancing mobility, safety, and the quality of life of residents, businesses, and visitors through planning, coordinating, funding, implementing, and sustaining a multimodal transportation system. FCDOT is seeking a motivated, highly qualified, and public service-oriented Engineer IV to join the Transportation Design Division. Serving as a Transportation Design Project Manager, this position is a senior level engineering position responsible for overall project management and contract administration for multiple complex multimodal transportation improvement projects and assisting the Section Chief with the team’s projects and developing policy and procedural guidance issues, as needed. In a dynamic and quickly evolving environment, this position will provide a challenging and rewarding experience for an individual invested in achieving the county’s strategic transportation goals.

Responsibilities include:

  • Providing engineering support during project design, land acquisition, and construction phases for assigned projects, including coordinating with the Virginia Department of Transportation (VDOT), County, and other regulatory agencies

  • Preparing, monitoring, and managing project budgets and schedules to ensure assigned projects are completed on time and within budget

  • Developing design engineering and/or construction consultant scopes of work, and negotiating and managing contracts, including approving invoices for payment

  • Reviewing consultant deliverables, including design/construction plans, plats, and specifications to ensure projects meet all applicable engineering standards and requirements

  • Attending project-related design field inspections, utility field inspections, pre-construction and construction meetings, and monitoring construction progress to ensure conformance with project design

  • Identifying, responding to, and resolving public concerns related to assigned projects

  • Preparing and communicating technical reports, status reports, meeting summaries, letters, official items for Board of Supervisors’ consideration, and other documents as required

  • Preparing presentations for and serving as a subject matter expert at project-related public meetings, briefings for senior leadership and/or elected officials, and other audiences, as required to meet specific audience needs

  • Attending other project-related meetings, both in-person and virtual, including occasional evenings and weekends

Employment Standards

MINIMUM QUALIFICATIONS:

Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus, four years of progressively responsible professional experience in the appropriate engineering or architectural field. Possession of a valid Virginia Professional Engineer or Architect license is required.

PREFERRED QUALIFICATIONS:

  • Knowledge of and extensive experience with local, federal and VDOT design standards, guidelines, and procedures, including the VDOT Locally Administered Project (LAP) manual

  • Seven years of experience in design and management of complex multimodal transportation projects, including existing and new roadway improvement projects, bike and pedestrian walkway/trail facilities, and spot intersection improvements

  • Ability to read and understand roadway and other public improvement design plans

  • Strong computer skills and experience with AutoCAD Civil3D and/or MicroStation, and Microsoft Office applications

  • One or more other Professional Engineer- related certifications, such as Certified Construction Manager (CCM), Project Management Professional (PMP), VDOT Locally Administered Projects (LAP) Certification, Designated Plans Examiner (DPE), or DEQ Certified Stormwater Management Plan Reviewer

  • Ability to work independently and strong organizational, time management, and project management skills, including ability to coordinate multiple projects, prioritize, and meet established deadlines

  • Ability to assist the Section Chief in developing policy and procedural issues and assist in training and mentoring team members

  • Strong written communication skills, including ability to prepare presentations, technical memoranda, non-technical memoranda, letters, and other correspondence

  • Strong oral communication skills, as well as experience presenting to and providing subject matter expertise for and engaging with elected officials, staff, and the community

  • Strong interpersonal skills and demonstrated ability to establish and maintain positive working relationships

  • Desire to advance a collaborative and supportive culture

CERTIFICATES AND LICENSES REQUIRED:

  • Driver's License (Required)

  • Professional Engineer - PE or Registered Architect - RA-Required upon hire

NECESSARY SPECIAL REQUIREMENTS:

The appointee to the position will be required to complete a driving record check to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:

Ability to input, access, and retrieve information from a computer. Visual acuity to review detailed drawings, plans and documents. Ability to drive a motor vehicle. Ability to perform field investigations on transportation design projects. Work is generally sedentary. However, employee may be required to do some walking, standing, bending, and carrying of items under 25 pounds in weight. All duties performed with or without reasonable accommodations.
