Defense Health Agency Contract Management Specialist in Falls Church, Virginia
Summary About the Position: This position supports the mission of Defense Health Network (DHN) Continental. Incumbent is responsible for the formalization, approval, and execution of the DHN contracting policies. Executes the contractual compliance and review portion of the Network on all contracting matters. This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service. Responsibilities Serves as principal program manager and key advisor to Network Leadership on all matters relating to the business, contract, and procurement programs. Exercises independent judgment and initiative in rendering significant and important program decisions. Establishes procedures to ensure a systematic coordination of effort and an exchange of information among Directorates. Formulates and publishes procedures to support and execute the decisions of senior leadership. Trains Medical Treatment Facility(MTF) staff and other supporting personnel on acquisition management policies. Serves as a technical authority reviewing, analyzing, and developing contracting policy and procedures covering a variety of contracting issues within the Network along with guidance and control for MTF contracting activities. Evaluates contractual actions taken to ensure compliance with Federal Acquisition Regulation (FAR),Defense Federal Acquisition Regulation Supplement (DFARS). Manages and monitors all procurements within Area of Responsibility ensuring they are executed by properly appointed contracting officers and are acquired in accordance with the voluminous acquisition regulations. Utilizes automated financial systems and computer-generated products in accomplishing contracting assignments and to ensure the accurate, complete, and timely reporting of budget and accounting data. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the GS-13 which includes evaluating acquisition needs or requirements; developing policies for contract or acquisition processes; AND ensuring compliance with acquisition regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service Education Additional Information Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required.
