The following position is to join RTX Corporate:

The Senior Counsel, Global Ethics & Compliance Investigations will take a lead role in managing the RTX Investigations program, conducting investigations, and providing legal counsel to the Global Ethics & Compliance (GEC) organization. The candidate will report to the Vice President, GEC Investigations, and will be responsible for managing corporate investigations and providing oversight on significant investigations at the businesses, promoting enterprise-wide investigation best practices, overseeing RTX’s FAR mandatory disclosure program, and providing counsel to both the corporate and business GEC organizations on other legal and regulatory issues—such as compliance with post-government employment regulations, organizational conflicts of interest, and government disclosure obligations.

What You Will Do

  • Manage corporate investigations into alleged misconduct, working closely with members of the corporate investigation team and subject matter experts in other functions as appropriate, and conduct complex and sensitive investigations escalated to the corporate investigations team.

  • Manage Corporate GEC engagement with, and oversight of, the businesses’ on-ongoing significant investigations, and prepare for and participate in periodic briefings of significant matters to the senior leadership team.

  • Establish and promote enterprise-wide, cross-functional best practices and procedures relating to the conduct of investigations and develop associated training programs.

  • Manage RTX’s FAR mandatory disclosure program, including providing legal counsel on disclosure obligations and providing guidance on related investigations and corrective actions.

  • Engage with external stakeholders on RTX compliance and disclosure matters, including responding to requests for information and assisting in audit responses, and support responses to law enforcement inquiries, subpoenas, and external investigations.

  • Advise on the application of post-government employment and other conflict of interest laws and regulations and conduct associated reviews of new hires that are escalated to Corporate for review.

  • Provide counsel on other legal and regulatory issues that arise in connection with GEC matters.

  • Represent Corporate GEC in periodic meetings of compliance-focused cross-functional groups.

  • Travel up to 20%, or as necessary to conduct investigations.

Qualifications You Must Have

  • Juris Doctorate from an accredited U.S. law school and a minimum 10 years of relevant experience.

  • Must be admitted to the bar of at least one state.

  • Experience managing and conducting complex internal investigations.

  • Experience providing legal counsel on a wide range of government contract compliance issues, including government disclosure obligations, the Procurement in Integrity Act, post-government employment restrictions and conflict of interest laws and regulations.

  • Experience building compliance programs and effecting change management.

  • Must have the ability to obtain and maintain a U.S. government issued security clearance. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Qualifications We Prefer

  • Minimum 5 years of experience at a top law firm and/or with the government.

  • Excellent analytical skills and strong and clear verbal and written communications skills.

  • Ability to interact effectively and collaboratively with cross-functional and cross-business teams at all levels of the organization to achieve results.

  • Ability to work in a fast-paced environment, prioritize and manage a high-volume workload, and work independently with minimal supervision.

Location

  • Hybrid from Farmington, CT or Arlington, VA; working hybrid is working both onsite and offsite regularly.

The salary range for this role is 188,000 USD - 378,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
