This posting is for an Engineering Technician II position in the Winston Salem 1 Construction Office. This advanced level position will serve as support for higher level engineers in the administration of highway construction contracts. Job duties include, but are not limited to, monitoring contractor’s daily operations; performing and/or reviewing test reports to ensure that all work and materials conform to specifications, plans, and contract documents; performing contract administration duties such as pay record entry/review, materials-received reports, certified payroll review, daily diary review, as-constructed plans preparation, and monthly quantity verification prior to estimate payment; resolving daily constructability issues and troubleshooting problems to mitigate delays to project delivery; assisting other department personnel and contract forces in utility relocation efforts by inspecting and tracking relocation work; anticipating contractual problems and advising engineering staff of the need for plan revisions, supplemental agreements, or other contract adjustments to improve safety, timely delivery, and/or quality of delivered project; monitoring contractor’s operations to ensure compliance with subcontract agreements and with the contract DBE requirements; ensuring compliance with NC Sedimentation and Pollution Control Act; and ensuring that all work performed in permitted areas is done in accordance with permits.
This position may be responsible for directing and scheduling the work of junior technicians in staking out and inspecting every phase of a construction project to ensure it is built according to contract documents in a timely and cost-effective manner. This position manages all aspects of assigned construction projects with limited supervision from higher level engineers. This position will also be directly involved with the leadership, management, counseling, and training of junior technicians, both department and CEI. The selected candidate will be able to effectively communicate and coordinate work with contractors, subcontractors, utility owners, and property owners to minimize delays and disturbances while maximizing progress of the projects.

Additional Expectations:
Ability to establish and maintain positive lines of communication between other technicians, engineers, contractors, and the public. Should be able to effectively communicate in a clear, concise, organized, and persuasive manner, both orally and in writing. Ability to make independent decisions using sound engineering judgement. Ability to work safely in an outside environment with exposure to hazards on construction sites including heights, highway traffic, weather extremes, and traversing rough terrain in evaluating highway construction. Must be able to perform moderate physical activity including but not limited to walking, climbing, balancing, kneeling, and standing. Must be able to lift 50 lb. Knowledge and skill in the use of Microsoft Office suite products, such as Word, Excel, and Outlook, is required. Experience with iPads/tablets, HiCAMS, and SharePlus/SharePoint is highly preferred. Advanced working knowledge of mathematical functions is required. Must be able to work nights and/or weekends as required by project workload/staffing with fluctuating hours, if needs be on any assigned project within the limits of Division 9. Must apply safety philosophy and program to all operations.
Safety toe shoes are required.

Minimum Education and Experience Requirements

Associate degree in an applicable area of Engineering Technology, Survey Technology or a related curriculum from an appropriately accredited institution and two (2) years of progressive technician level experience; or an equivalent combination of education and experience.
