Defense Logistics Agency Lead Accountant (Systems) in Fort Belvoir, Virginia

Responsibilities Serve as a subject matter expert for DLA's financial management systems to include but not limited to data structure set-up, system requirement, functionality, and integrity. Articulates the Agency's rationale and position on complex and program problems, and participates in problem solving through negotiation, compromise, and development of suitable alternatives for Federal Financial Management Improvement Act Provides technical and professional accounting advice on matters pertaining to the accounting standards and decision usefulness of accounting and financial data within the core financial management system. Supports internal control responsibilities in accordance Agency Risk Management Guidance and Office of Management and Budget (OMB) Circular A-123. Provides technical and administrative advice related to financial management systems that build and strengthen Federal Financial Management System Requirements compliance within the core financial management system Research theories, methods, and tools for identifying, synthesizing, representing, and evaluating the important aspects of a decision situation and prescribing the recommended course for decision makers and other stakeholders. Requirements Conditions of Employment Qualifications To qualify for a Lead Accountant (Systems) your resume and supporting documentation must support: A. Basic Requirement: A Bachelor's Degree or higher in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. Applicants MUST submit a copy of their official college transcripts from an accredited educational institution which reflects that an accounting or equivalent degree was conferred and the date conferred. Failure to submit your transcripts may result in lost consideration. OR B. A combination of education and experience - at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Applicants MUST submit a copy of their official college transcripts from an accredited educational institution. Failure to submit your transcripts may result in lost consideration. The applicant's background must also include one of the following: a. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; b. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or c. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. In addition to meeting the Basic Requirement above, to qualify for the GS-14 grade level, specialized experience must be at the GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes serving as a team lead over three or more positions to perform the following: - Leading a team with a wide range of theories, practices, methods, and techniques of accounting and auditing, as required; and organizational or program practices, policies, and functions sufficient to independently plan and conduct a variety of assignments impacting the enterprise financial management programs and strategic initiatives sufficient to analyze accounting systems to comply with Federal Financial Management System Requirements. - Leading a team utilizing knowledge of DoD-wide financial reform efforts and systemic finance/accounting challenges to develop and define the nature and scope of activities required by the CFO Act, OMB Circular A-123, and OMB Circular A-136 compliance. - Applying financial laws, regulations, general accepted accounting principles and requirements established by DoD, OMB, GAO, FASAB, (Federal Accounting Standards Advisory Board), Treasury, NIST and Congress and the Agency to define, develop, improve, and maintain financial performance and to coordinate actions and that contribute to core financial management improvement initiatives to comply FFMIA. - Working with Systems, Applications, and Products in Data Processing (SAP) and proficiency in the Financial Accountant (FI), Funds Management (FM) and Controlling (CO) modules other information in the core financial management system. - Applying capabilities, system procedures, and practices to BEA architecture compliance requirements to makes decisions or recommendations which are significantly changing, interpreting, or developing important policies or programs for business process areas. - Applying general accepted accounting principles regarding general ledger accounting and the control/subsidiary account relationships; accounting practices including accrual, obligations, and cost methods; and reconciliation techniques, including financial statement line items and business process areas to improve the validity of financial reporting within the enterprise and develop complementary work products that support financial operations. - Applying of the principles, methods, and techniques for establishing internal control activities (for example, authorizations, verifications, reconciliations), monitoring their use, and evaluating their performance (for example, identification of material weaknesses or significant deficiencies). - Performing detailed internal control self-assessments are thorough when performing work and experience applying the principles, practices, and techniques used to report audit findings (criteria, condition, cause, effect, and recommendation), and knowledge of generally accepted auditing standards and procedures for conducting internal self-assessments (which include tests of design and tests of operating effectiveness). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
