Description of Work Unit
The Office of Financial Aid ( OFA ) oversees and administers financial aid, billing, residency, and student employment. OFA operates under the Division of Enrollment and Access to provide student-centered assistance by working under federal, state, and university guidance, enabling students to enroll, manage their finances, achieve their academic goals, and graduate in a timely manner. Seventy-five percent of CSU students are financial aid recipients, and OFA disburses over $300 million of financial aid annually. Position Summary
The Coordinator of CSU RAM Loan and Title IV Compliance Maintenance reports to the Senior Assistant Director for Operations and Program Compliance and serves as an integral member of a unit charged with compliant, creative, and equitable administration of federal, state, institutional, and private financial aid programs for Colorado State University.
The position for Pell and Loan Programs has primary oversight and responsibility to ensure that CSU RAM Loan and Title IV Compliance Maintenance are administered within federal, state, internal, and external regulations. The Coordinator for CSU RAM Loan and Title IV Compliance Maintenance is expected to serve as the subject matter expert in basic principles of federal financial aid regulations to ensure that federal Pell, federal Direct Loans, and CSU RAM Loans are administered within federal, state, and institutional parameters. The expectation is that judiciousness is always exercised in a manner which best meets the needs of Colorado State University students.
These functions are accomplished by performing these duties:
Serve as the primary contact within the Office of Financial Aid for all CSU RAM Loan and Title IV Compliance Maintenance questions
Oversee policies, procedures, and processing of all CSU RAM Loan and Title IV Compliance Maintenance
Maintain current and up-to-date understanding of federal regulations and guidelines pertaining to CSU RAM Loan and Title IV Compliance Maintenance
Provide support as necessary to all areas of the Pell and Loan Programs team
The Coordinator of CSU RAM Loan and Title IV Compliance Maintenance works to ensure that the Office of Financial Aid, the Operations Unit, and the Pell and Loan Programs Team activities are managed efficiently, effectively, compliantly, and remain in adherence to the mission and culture of the University.
Required Job Qualifications
Bachelor’s degree
At least two years of professional experience working in a Title IV financial aid office.
Demonstrated ability to develop, present, train, and advise on topics related to higher education.
Excellent written communication skills, as demonstrated by application materials submitted.
A personal or professional commitment to diversity as demonstrated by persistent learning effort, active planning, allocation of resources and/or accountability for diversity outcomes.
In accordance with Federal regulatory requirements, all finalists must be in good standing on any outstanding Federal Title IV student loans and cannot have a repayment due for a Title IV grant.
Preferred Job Qualifications
Working knowledge of Ellucian Banner student information system, ELM , COD , NSLDS .
Master’s Degree from and accredited institution of higher education.
Three years of full-time professional experience working in a Title IV Financial Aid Office with a demonstrated knowledge of federal student financial aid regulations, specifically in the areas of Pell and Loan programs.

Establish and maintain policies and procedures in accordance with federal, state, and institutional policy and guidelines for:
Awarding CSU RAM Loan
Processing CSU RAM Loan
Review students for potential eligibility for CSU RAM Loan including awarding and processing required disclosures.
Review and process CSU RAM Loan entrance counseling to ensure proper completion.
Review completed CSU RAM Loan master promissory notes to ensure proper completion and compliance with regulations.
As necessary make updates to the following forms:
Approval disclosure
Application disclosure
Final disclosure
Self-Certification
Consent to receiving Electronic Disclosures
Maintain availability as the primary resource for issues related to CSU RAM Loan and provide timely support to office staff so that they may quickly and effectively respond to student questions and concerns.

Remain informed and updated regarding statutory and regulatory changes that impact federal financial aid processing.
Review and maintain all changes to budgets and aid for:
Students less than full time
Degree level changes
SAP violations
Review updated ISIR’s received to determine if necessary changes are needed to current Title IV awards
Review the National Student Loan Data System ( NSLDS ) updated and/or changes to student records that could affect Title IV eligibly
Review and work in conjunction with NSLDS on student discrepancy records
Review and work in conjunction with U.S. Department of Education Common Origination & Disbursement ( COD ) with pending credit checks
Respond to internal office and RAMweb referrals for loan adjustment requests
Review, evaluate, and troubleshoot eligibility issues that result from overpayments, defaults, annual and aggregate loan limits, and fraud.
Update financial aid accounts and notify student of options and actions taken.
Analyze reports of technical data on federal financial aid activities.
Assure compliance with university, state, and federal regulations for various financial aid programs.

Exercise professional-level judgment when federal, state, or institutional policies cannot easily accommodate unique student eligibility situations. Make recommendations to students, families, or staff on potential alternative courses of action.
Work closely with Senior Assistant Director for Operations and Program Compliance to ensure program compliance, including interpretation of federal regulations, development of policy, and implementation of systems to enact those regulations in a manner that is in adherence to the mission and culture of Colorado State University.
In conjunction with Senior Assistant Director for Operations and Program Compliance, provide supervisory oversight to student employees who support the work of the unit.
